VPN for Iran: Why It Says "Connected" but Nothing Loads

Iran's filtering differs from China's and Russia's in one detail that confuses people more than anything else: it doesn't block the connection, it breaks it. The app shows "connected", authentication passes, there's no error — and data simply stops flowing. People spend an hour checking settings that were fine all along. Here's how the system works, what survives it, and where any VPN's capabilities end.

How the Iranian system works

The filtering infrastructure is run by TIC, the state telecommunications company. In 2026 three features define it.

1. Machine-learning traffic analysis. The system identifies most commercial VPN protocols within seconds. Not from address lists, but from how a connection behaves.

2. Breaking encryption negotiation instead of blocking. Rather than closing an address, the equipment interferes with establishing the secure channel. Nationwide shutdowns — the thing no VPN solves

On 8 January 2026 Iran switched off the internet across the country. Network usage fell by roughly 97%, and the communications minister acknowledged the shutdown was costing the economy $35.7 million a day. The domestic National Information Network was at one point unreachable even from inside the country.

This matters before you choose any service: during a full shutdown no VPN works. A tunnel is a way of carrying traffic over an existing channel. With no channel, there's nothing to carry. Any promise of "works even during a shutdown" is a lie.

  • OpenVPN, L2TP/IPsec, PPTP — identified by signature instantly.
  • Plain WireGuard — fixed packet structure.
  • Shadowsocks in its basic configuration — characteristic entropy in the first bytes.
  • Commercial apps with proprietary protocols — these are precisely what the system identifies within seconds.

They all share the same deceptive symptom: the connection succeeds, the data doesn't move.

What survives

The class of protocols with no signature of their own, which look like ordinary web traffic.

VLESS with Reality masking — the handshake is performed with a real, widely-visited site whose certificate is used, so there's nothing in the stream to isolate as "VPN traffic". It also protects against active probing where that's in play: the server answers as the genuine site would.

In Iran, unauthorised VPN use has been placed outside the law. That distinguishes the situation both from Russia, where use itself isn't punishable, and from China, where what's mainly regulated is providing the service.

  4. Distinguish "won't connect" from "connects but nothing moves". The first is address blocking, fixed by changing server. The second is broken negotiation and usually needs a different protocol.
