Hiro VPN (Хиро ВПН, HiroVPN): whose service it is, how much it costs and how to install it on PC

Hiro VPN (in Russian, «Хиро ВПН») is HiroVPN, a freemium VPN from the Hong Kong company Wolle Development Limited. It runs on Android, iPhone, Windows, Mac and TVs, and on Google Play it has more than 10 million installs and a 4.7 rating. After installation you get 7 days without limits, after which 3 GB a month remains free, and unlimited access costs from 299 rubles a month on the site (store data and hirovpn.com as of October 26, 2026). There is an official Windows installer, so you don't need an Android emulator on your computer.

Below is what is known about the service from primary sources, where those sources disagree and how not to confuse HiroVPN with its namesakes.

What is Hiro VPN and who is its developer?

HiroVPN is published by Wolle Development Limited, a company with an address in Hong Kong's Sheung Wan district. That is how the publisher is listed in the App Store, in the "About the developer" section on Google Play and in the certificate used to sign the Windows installer. The public offer and the user agreement on the site name the company more briefly, Wolle Limited, but the address and registration number 3342674 are the same.

The documents disagree on the main point: which law applies. The user agreement of February 17, 2025, assigns disputes to the courts of Hong Kong. The offer of the same date says unresolved issues are settled under Russian law. The privacy policy allows data to be disclosed under court orders from Hong Kong or Singapore.

How many apps are called "Hiro VPN" and how do you tell the original?

Under this and similar names, the stores carry at least four different VPNs from different companies. There is one original for the query «хиро впн»: HiroVPN by Wolle Development Limited with the package com.hiro.vpn.

What a check on October 26, 2026, turned up:

  • HiroVPN (Wolle Development Limited). Google Play, App Store, the site hirovpn.com. This is the service the article is about.
  • «Хиро ВПН» (Hiro VPN) from the publisher VLESS DEV. On Google Play it has 5K+ installs, updated October 14, 2026. The "About the developer" section names ООО «ГЕЙМ-ИНВЕСТ» (GAME-INVEST LLC) of Arkhangelsk, and the privacy policy is hosted on Google Sites. At the same time, the support address in the listing is the same as the original's, support@hirovpn.com. Nothing confirms a connection between this app and Wolle. The same publisher has apps with other companies' brands in their names, for example Surfshark VPN and Streisand VPN.
  • VPN Hero from the Estonian Appwise OÜ. A completely different product: 100K+ installs on Google Play, a 3.6 rating in the Russian storefront, and there is an iPhone version.
  • HeroVPN from Monofire Studio (a developer based in Istanbul). 500+ installs, WireGuard protocol.

The original is verified by three signs: the publisher Wolle Apps on Google Play (with Wolle Development Limited in the "About the developer" section) or WOLLE DEVELOPMENT LIMITED in the App Store, a link to hirovpn.com in the listing, and more than 10 million installs for the Android version. APK files from software catalogs and "Hiro VPN" from other publishers don't meet these signs. What happens to people who install copies is covered in the article on how to recognize a fake VPN app.

In our review of popular free VPNs from Google Play, «ВПН Хиро» (VPN Hiro) sits alongside Turbo VPN, Super VPN and Jump Jump, and there we noted that there are no independent technical audits of the Hero apps. As of October 26, 2026, we didn't find such an audit for HiroVPN either.

Is Hiro VPN free or paid?

Both. For the first 7 days after installation, traffic is unlimited and no registration is needed. Then the app switches to a free plan with 3 GB of traffic a month with no time limit, and unlimited access is sold by subscription.

On hirovpn.com, as of October 26, 2026, the plans are:

PlanDevicesPrice when paid monthly
«Обычная» (Base)up to 3299 rubles a month
«Премиум» (Premium)up to 5399 rubles a month
«Легенда» (Legend)up to 10599 rubles a month

There are weekly and annual options. Payment on the site is accepted through SBP (Russia's Faster Payments System), SberPay, Tinkoff Pay, bank card and cryptocurrency. In the US App Store, subscriptions cost from $0.99 a week (Base Weekly) to $29.99 a year (Legend Yearly).

Two caveats. Both listings, on Google Play and in the App Store, are marked "Contains ads", although the site promises a built-in ad blocker. And under the user agreement, the 30-day money-back guarantee doesn't apply to cryptocurrency payments or to purchases through the App Store and Google Play: there, the refund comes from the store. In addition, the site's FAQ calls the trial two weeks long, while the store listings say seven days.

What free VPNs make you pay with in general is covered in the comparison of free and paid VPNs.

Downloading Hiro VPN for PC and iPhone: where is it available?

For Windows there is an official installer on hirovpn.com (about 102 MB, file updated October 8, 2026). It is signed with a Sectigo EV certificate issued to WOLLE DEVELOPMENT LIMITED. For Mac the site has a .dmg file, and the App Store version runs on a Mac with macOS 13 or later. Linux is mentioned in the list of platforms, but we didn't find a link to an installer for it.

How to install HiroVPN on a Windows computer:

  1. Open hirovpn.com by typing the address by hand, and choose Windows in the "Download" section.
  2. Before running it, open the file's properties. The "Digital Signatures" tab should show WOLLE DEVELOPMENT LIMITED.
  3. Run the installer. One subscription works on 3–10 devices depending on the plan.

An Android emulator like BlueStacks isn't needed for HiroVPN and is even harmful. A VPN inside an emulator protects only the emulator's own apps, while the browser and Windows programs bypass the tunnel. The APK for an emulator is also often taken from software catalogs, where someone else's build may sit under the same name. General rules for choosing a client for a computer are in the article on VPN for PC.

The iPhone is more complicated: HiroVPN isn't in the Russian App Store, and a query to Apple's catalog for Russia returns zero results. The app is available in the App Stores of the US, Kazakhstan, Belarus, Armenia, Georgia, Uzbekistan, Kyrgyzstan, Turkey and Germany. The developer suggests changing your Apple ID region or signing in to a temporary account that the site provides. Be careful with the second option: it is a shared account which, according to the site, is handed over to the next user after 15 minutes. It is more reliable to create your own Apple ID from another country.

What protocol does Hiro VPN use and what data does it collect?

The site names the VLESS protocol and AES-256 encryption. It doesn't say what disguises the traffic, Reality or another transport, and that is exactly what determines how the service holds up against DPI. Google Play also describes "backup access", a separate mode with an additional connection method for restricted networks, without technical details.

As for data, the picture is this:

  • Google Play, "Data safety". The developer states that no data is shared with third parties. Only an email address is collected, at the user's discretion. Data is encrypted in transit, and deletion can be requested.
  • App Store. It says "Data Not Collected".
  • Privacy policy of February 17, 2025. No browsing or connection logs are kept. However, the app version, connection country and internet provider are collected in aggregated form, along with total traffic volume and diagnostics. Data may be shared with contractors, referral program participants and under court orders from Hong Kong or Singapore.

The labels in the two stores and the text of the policy don't directly contradict each other, but the policy gives the fullest picture. For the "Hiro VPN" clone from VLESS DEV the discrepancy is sharper: Google Play states "No data collected", while its policy says the app collects the device's IP address and usage time.

The network figures don't match either. Google Play says "more than 100 servers in 80+ countries", the site's home page says "servers in 50+ countries", and the user agreement lists 44 countries.

Why isn't Hiro VPN working and what should you check?

Most often the cause is a specific server or restrictions on the carrier's network. The average rating is high (4.7 in the Russian Google Play storefront, 4.9 in the US App Store), but among the most helpful reviews on Google Play there are complaints too. In September 2026, one user wrote that the app hadn't connected for several days and the lost premium days weren't refunded. Another user noted that when the internet drops, the tunnel "freezes" and only restarting the phone helps.

Steps to check:

  1. Change the server or country manually instead of using automatic selection.
  2. Turn on "backup access" in the app.
  3. Switch from mobile internet to Wi-Fi or vice versa. If one network connects, the carrier is the cause.
  4. Update the app and make sure it is the original from Wolle Development Limited, not a namesake.
  5. Turn off any second VPN and "Private DNS" in your phone's settings.
  6. Write to support via "Settings → Support" in the app.

If nothing helped, the carrier is probably recognizing the connection itself, and that can't be fixed on the user's side. The developer admits this too: on October 1, 2026, the HiroVPN blog published a note saying that in September 2026 mass disruptions also affected VLESS-based services, especially on mobile networks. When mobile internet is restricted to whitelists, neither HiroVPN nor any other VPN will help. Other causes are covered in the article why a VPN isn't working, and a general checklist for one-button apps is in the article on people's VPNs.

Why we recommend BessyConnect

We recommend BessyConnect to those for whom it matters to know how the service works. The protocol is named in full: VLESS with Reality camouflage, under which traffic looks like an ordinary HTTPS connection. There are more than a hundred servers, no logs are kept, registration is optional, and there is a trial period.

Where HiroVPN is stronger, to say it plainly. It has a free plan with 3 GB a month, a signed Windows client and payment through SBP. BessyConnect has no Windows app.

BessyConnect apps:

What BessyConnect and any other VPN don't solve. When mobile internet is restricted to whitelists, a VPN as a rule doesn't help. BessyConnect can't be installed on a Windows computer yet. And the BessyConnect app isn't in the Russian App Store, just like HiroVPN: to install it on an iPhone you need your own Apple ID from another country.

If HiroVPN connects reliably for you and 3 GB is enough, there is no reason to switch. But if it has started dropping out or you need a service with an explicitly named traffic camouflage, try BessyConnect: all versions are gathered on the download page.

Frequently asked questions

Are Hiro VPN and VPN Hero the same thing? No. Hiro VPN is HiroVPN from the Hong Kong company Wolle Development Limited. VPN Hero is published by the Estonian Appwise OÜ: it is a separate app from another company with its own terms.

Is Hiro VPN free? Partly. The first 7 days are unlimited, then 3 GB of traffic a month is free, and unlimited access is by subscription from 299 rubles a month on the site (as of October 26, 2026).

Can I download Hiro VPN for PC? Yes. hirovpn.com has a Windows installer signed with Wolle Development Limited's certificate, and a file for Mac. You don't need an Android emulator for this.

Why isn't Hiro VPN working? Usually an overloaded server or restrictions on the carrier's network get in the way. Change the server, turn on "backup access", try another network and make sure the original is installed, not a namesake.

How is BessyConnect different from Hiro VPN? BessyConnect names its protocol in full, VLESS with Reality camouflage, keeps no logs and makes registration optional. At the same time, BessyConnect has no Windows app and no free plan with monthly traffic, while HiroVPN has both.
