Neo VPN («Нео ВПН») is first and foremost the Telegram service NEO VPN with the bot @neovpnbot and the site neovpn.online. It has been running since 2022, and we didn't find an app of its own in the App Store or Google Play: the bot issues keys and subscriptions for third-party clients like Happ, INCY and AmneziaVPN. As of October 27, 2026, the plans cost 222, 333 and 444 rubles a month, and money is deducted from the balance every day. At least three other Russian-language services now work under the same name, and this bot has nothing to do with them. Below we look at how to tell them apart, where the personal account is and what to do if Neo won't connect.
The best-known NEO VPN is about four years old. The domain neovpn.online was registered on August 30, 2022, and the privacy policy on it is dated January 30, 2022. On April 30, 2026, the bot sent customers a message about a price increase and called it the first one "in the 4 years of the service's existence". The legal entity isn't stated anywhere. Support works through the bot @neosupbot, and reviews are published in the channel @neovpnreview (338 subscribers as of October 27).
The service is styled after "The Matrix": the plans are called NEO, TRINITY and MORPHEUS, and the site displays the phrase "Follow the white rabbit". The namesakes copy the same style, so you can't tell them apart by the picture and the name.

No connection between these services is confirmed. The site neovpn.online doesn't link to neovpn.me or neocomtec.com, and vice versa. The domain neovpn.me was registered on June 10, 2026, and its privacy policy (version of September 21, 2026) states outright that the operator's details have not yet been published.
Other matches. NeoVPN: Fast & Secure Proxy on Google Play is published by Janasheba Solution and has 100+ installs. At neovpn.app, APKs for Android TV are distributed under the "NEO VPN Enterprise" brand. The Telegram channels @neovpnchannel and @neovpn_official are run in Malay and Persian. The address neovpn.my, which appears in search suggestions, belongs to no one as of October 27. A general checklist for vetting such services is in the review of people's VPNs.

NEO VPN has no separate site with a personal account: the "Account" («Кабинет») is a menu section inside the bot @neovpnbot. That is where you top up your balance, and in the "Connections" section you create devices and get keys.
In the service's promotional posts in July 2026, the trial was described as three days without a card.

Happ on iPhone needs a caveat. As of October 27, 2026, the app Happ - Proxy Utility isn't in the Russian App Store, but INCY is (version 2.6.5 of October 23). If you search for «личный кабинет Нео ВПН» ("Neo VPN personal account") and land on a page with email login and a 349-ruble plan, that's neovpn.me. It has a different bot, @kondorvpn_bot, and there you are offered to link the account to a subscription from that particular bot. The @neovpnbot balance is stored in @neovpnbot itself.
As of October 27, 2026, NEO VPN has three plans. The prices match in the bot's April 30 announcement and on the site neovpn.online.

Reviews from 2025 in the @neovpnreview channel mention a price of 99 rubles. The current prices apply after the increase on April 30, 2026. The "Portals" subscription for networks with the harshest restrictions appeared on April 9, 2026, in the MORPHEUS plan, and since May 5, according to the bot's announcement, it has been built into the "smart" subscriptions.
Payment works through the balance. Under clause 2.3 of the user agreement, 1/30 of the monthly price is deducted every day "regardless of actual use", and pausing isn't provided for. This means you can't "cancel the subscription" in the usual sense: deductions continue as long as there is money on the balance. If you linked a card, ask support at @neosupbot whether there is auto top-up. We didn't find this in the service's documents.
Under clause 3.3 of the agreement, refunds are not made in case of blocking by government authorities, actions by internet providers, or if the user didn't switch to the recommended protocol. Other decisions are made at the administration's discretion.
You don't need to download "Neo VPN" as a separate program. You need a client that understands the service's keys. On a computer this is, for example, AmneziaVPN: the bot itself sent links to the Windows and macOS versions in November 2025. Subscriptions for Happ and INCY also work, and both clients have desktop versions.
On iPhone there is one limitation: Happ has been removed from the Russian App Store, so that leaves INCY or changing your Apple ID region. On Android, the same clients from Google Play will do.
If a search for «NEO VPN скачать» ("NEO VPN download") led you to an app on Google Play, it's a product from another company. NEO VPN from Zion Corp LLC (identifier com.neo.neo_client) was updated on October 21, 2026, and has 1K+ installs. The site neocomtec.com has a Windows installer, version 0.1.70, and an iPhone app via TestFlight, while a Mac version is promised later. Keys from @neovpnbot don't work with this app: access is sold separately, from 210 rubles a month per device.

Most often NEO VPN stops working for three reasons: the carrier has blocked the protocol, the subscription in the client is out of date, or the balance has run out. The user can fix two of the three on their own.
The bot itself described these situations in its announcements. In November 2025, when VLESS began to be blocked in a number of regions, it advised switching to WireGuard with obfuscation in AmneziaVPN. On January 1, 2026, the Trojan and xVless protocols were added, and on July 10 VlessGrpc became the main one for everyone.

In case Telegram is blocked completely, on February 11, 2026, the bot promised a backup web app at sos.n3o.ooo. As of October 27, 2026, this address returns a 502 error. So it's better to save working keys in advance. General causes of failures are covered in the article why a VPN isn't working.
NEO VPN's legal entity isn't stated either on the site or in the user agreement. The privacy policy on neovpn.online promises not to keep logs and lists what is stored: Telegram ID, username, registration date, number of connections, plan and balance.
The same policy says that payment data carries a "medium" risk of identifying you, and advises paying with cryptocurrency if that matters. The document is written on behalf of the "lead developer" and, judging by the date, hasn't been updated since 2022.
The reviews in the @neovpnreview channel are almost all positive: people praise the price, the speed of support and how YouTube works. But the channel is run by the service itself, so it's a curated selection, not an independent assessment. There is criticism too: a user writing in September 2025 noted that "some tunnels don't always work", and that after the balance hits zero you have to change configurations.
The network figures in the ads vary. In May 2026 there was talk of "1000+ servers", and in a post from October 25, 2026, of "30+ geos on 350+ servers". There are no independent measurements.
The namesake from Zion Corp is more transparent. The company is registered in Georgia (number 423360295), and its Google Play listing gives an email and a phone number. The app may collect personal info, app performance data and device identifiers, but according to the developer, doesn't share them with third parties.
If NEO VPN won't connect or the owner's anonymity bothers you, it makes sense to look at services with their own app and an identifiable operator.

Where NEO VPN is stronger, to put it plainly. It lets you choose the protocol manually, works in any compatible client, including on Windows, and the TRINITY and MORPHEUS plans cover 4 and 8 devices. The bot's operator isn't stated, whereas for Sota Connect the seller in the App Store is listed as Cat Connect Oy, and for the NEO VPN namesake it's the Georgian Zion Corp LLC. We recommend BessyConnect to those who don't want to keep an eye on a balance, update subscriptions and choose protocols manually. There is one protocol, and it's named openly: VLESS with Reality camouflage, which makes traffic look like an ordinary HTTPS connection. There are more than a hundred servers, no logs are kept, registration isn't required, and there is a trial period.

What neither BessyConnect nor any other VPN will solve. If mobile internet is shut off under whitelists, a VPN as a rule doesn't help. BessyConnect has no Windows app: on a computer, NEO VPN through Happ or INCY is more convenient. Where is the official Neo VPN site? The service with the bot @neovpnbot has the site neovpn.online, which has been running since 2022. The sites neovpn.me and neocomtec.com belong to other services with the same name.
Does Neo VPN have a personal account? NEO VPN's account is inside the Telegram bot @neovpnbot, in the "Account" section. The site with email login is the account of a different service, neovpn.me.
Can I use Neo VPN through Happ? Yes, in May 2026 the bot recommended Happ and INCY. On an iPhone with a Russian Apple ID, Happ can't be installed right now, so INCY is more convenient.
How do I cancel a Neo VPN subscription? Money is deducted from the balance every day, and the agreement doesn't provide for pausing. The deductions stop when the balance runs out. Ask @neosupbot about auto top-up.
