Pipl VPN (Пипл ВПН): what it is, whether it's free and where to download it

Pipl VPN («Пипл ВПН») is a free, ad-supported Android app from PIPL NETWORK LLC, a company registered in Tbilisi. As of October 26, 2026, it has more than 10 million downloads on Google Play and a rating of 4.3, and there are no versions for iPhone or Windows. A paid subscription exists too: the public offer on the piplvpn.com site gives a price of 249 rubles a month. If you need a service with apps for both Android and Apple devices, we recommend BessyConnect. Below we go through what can be verified about Pipl VPN from primary sources.

What is Pipl VPN and who is behind it?

Pipl VPN is published by PIPL NETWORK LLC, a company with registration number 404800827 and an address in the Krtsanisi district of Tbilisi. The developer has no other apps on Google Play. According to the listing, Pipl VPN appeared in the store on February 20, 2026, and as of October 26 it ranks fifth among free apps in the "Tools" category.

The official site looks unexpected. The piplvpn.com home page says "Pipl Cloud — cloud solutions for business", with not a word about a VPN and no button to download the app. It also mentions "10+ years on the market", although the domain, according to WHOIS, was registered on November 2, 2025. The word VPN remains only in the site's address and in the email addresses.

Several Telegram accounts live under this name. We consider official those the developer itself links to (checked 26.10.2026):

A connection between the last three rows and PIPL NETWORK LLC is not stated anywhere. The Latin spelling "People VPN" in searches usually refers to the same Pipl VPN: we didn't find a separate People VPN app in the App Store, and the bot with that name has no description. There are also unrelated namesakes: «PIPL — ищи людей по фото» (PIPL — find people by photo) in the App Store and the dating app "Pipl" in RuStore. Pipl VPN belongs to the same wave of services with simple folk names as Tok, Tik or Ded; a general overview is in the review of people's VPN apps.

Is Pipl VPN free or paid?

Both. On Google Play the app is described as free with unlimited traffic, but labeled "Contains ads". A subscription is sold separately: the public offer on piplvpn.com dated November 10, 2025, lists four plans.

Conditions from the same offer worth knowing before you pay:

• the subscription renews automatically, and money is charged 24 hours before the end of the period;
• auto-renewal must be turned off no later than a day in advance, otherwise there will be no refund;
• the trial period is free, 24 hours, once per person;
• one subscription covers 3 devices;
• no refund is due if you received a working key or if the problem is "on the internet provider's side" or "in the region's internet network".

The last point is important: if the service stops opening because of blocking by your carrier, the offer explicitly excludes a refund. We couldn't check whether these prices match the premium inside the app. As of October 26, the Russian Google Play listing has no "In-app purchases" label, although Turbo VPN and Planet VPN have one.

Pipl VPN download for Android, iPhone and PC

There is one official source: Google Play, the app «Pipl VPN: рабочий впн» (Pipl VPN: a working VPN) from PIPL NETWORK LLC. It needs Android 7.0 or later; the current version as of October 26, 2026, is 2.0.9 of October 22.

How to install it on Android:

1. Open Google Play and find "Pipl VPN".
2. Check the developer: it should be PIPL NETWORK LLC.
3. Tap "Install", open the app and allow it to create a VPN connection.

Searches like «пипл впн скачать апк» ("pipl vpn download apk") and «скачать бесплатно» ("download free") often lead to third-party sites with files. Installing a VPN from an APK on someone else's site is risky: a tampered build gets access to all of the device's traffic. For iPhone. There is no iPhone version. We searched for Pipl VPN by name and by package identifier in the App Store for Russia, the US and Georgia on October 26, 2026, and found nothing. An app with a similar name in the App Store searches for people by photo and has nothing to do with a VPN.

For PC. The developer doesn't release versions for Windows or macOS. The top results for «пипл впн на пк» ("pipl vpn for pc") are pages of the BlueStacks and MEmu emulators: they run the Android version inside Windows. Keep in mind that a VPN in an emulator protects only the apps inside the emulator, while the browser and other Windows programs bypass the tunnel. Pipl VPN isn't in RuStore either: the page with its package identifier returns a 404 error.

Why isn't Pipl VPN working and what should you do?

Most often the cause is the server or filtering by the carrier, less often a particular phone model. In replies to reviews the developer gives the same advice every time: change the server or reinstall the app.

What users write on Google Play (reviews from September 2026):

• on a Honor smartphone the app won't connect, although it worked on a realme (September 11);
• an ad is shown before connecting, and on Xiaomi tapping next to the close button starts a download through GetApps (September 14);
• on mobile data the connection drops every few seconds, and this is from a paying user (September 15).

What to check, in order:

1. Change the server in the list and connect again.
2. Switch between Wi-Fi and mobile data: filtering differs between carriers.
3. Watch the ad to the end or close it properly. Users write that the VPN won't turn on if you interrupt the video.
4. Update the app to the latest version on Google Play.
5. Check the @piplvpn channel. On September 10, 2026, it warned of disruptions with Instagram and YouTube and called the outage widespread.
6. Write to support at @piplvpn_help_bot.

Pipl VPN: reviews and safety

A rating of 4.3 from 261 thousand ratings looks high, but keep one circumstance in mind when reading the reviews. On September 20, 2026, the @piplvpn channel announced an iPhone 17 Pro Max giveaway with these conditions: install the app, leave a review on Google Play and send a screenshot to the bot @piplvpngift_bot. The results were announced on October 21.

The developer reports on data in two places. The Google Play "Data safety" section says that the app may collect app activity information and device identifiers, that data is encrypted in transit and not shared with third parties, and that you can request deletion.

The privacy policy on piplvpn.com is more detailed and in places unexpected for a company from Georgia:

• it is drawn up under Russian Law No. 152-FZ "On Personal Data";
• data of users from Russia, under clause 7.3.1, is stored on servers in Russia;
• under clause 8.1.2, data may be handed over at the request of authorized government bodies under Russian law;
• at the same time, the policy promises not to store browsing history, DNS queries or connection timestamps, and to collect only the device type, app version and total traffic volume.

We found no independent verification of the absence of logs. The encryption protocol isn't named either in the description or in the offer. There are also minor inconsistencies: the policy gives its publication date as November 10, 2026, that is, later than today, and the business email on the Google Play listing is written as bussnies@piplvpn.com, while in the offer it is business@piplvpn.com. Draw your own conclusions about reliability, but these documents are worth reading before paying.

What can replace Pipl VPN: comparison with alternatives
