Facebook has been blocked in Russia since March 2022: on March 4 Roskomnadzor decided to block it, and on March 21 Moscow's Tverskoy District Court designated the company Meta as extremist and banned its activities. In February 2026 the facebook.com domain disappeared from the national domain name system. There's no specific penalty for an ordinary user who logs in to Facebook, but advertising on Meta's social networks has been banned since September 1, 2025, and Meta itself hasn't accepted ads from advertisers in Russia since 2022.
Meta Platforms Inc. has been designated an extremist organization in Russia, and its activities in the country are banned. The court's decision does not extend to the WhatsApp messenger.
If you use Facebook to message family and friends abroad or to read communities, we recommend BessyConnect for this: its protocol disguises traffic as ordinary HTTPS and holds up against filtering.
Without a VPN, practically not. According to OONI, an open censorship measurement network, from October 1–30, 2026, there were 57,297 tests of www.facebook.com from Russia, and 78.5% of them showed signs of blocking. 20.1% of tests passed without issues, and another 1.4% ended in an error.
The app, however, hasn't gone anywhere. As of 31.10.2026, Facebook version 585.0.0 is in the Russian App Store storefront, alongside Messenger, Instagram, Threads, WhatsApp and Meta Business Suite. You can install it, but without a secure tunnel the feed won't load.
The blocking came in several steps: throttling in February 2022, a full block in March, Meta's designation as extremist in the same month, and removal of the domains from the national DNS in February 2026.
| Date | What happened | Source |
|---|---|---|
| 25.02.2022 | Roskomnadzor began partially restricting access to and throttling Facebook after the social network restricted the accounts of Zvezda, RIA Novosti, Lenta.ru and Gazeta.ru | Roskomnadzor statement as reported by Novaya Gazeta |

| 20.06.2022 | The Moscow City Court upheld the decision | Ministry of Justice list |
| 10.10.2022 | Meta was added to the Ministry of Justice list under number 96, with the caveat that the ban doesn't apply to WhatsApp | Ministry of Justice list |
| 01.09.2025 | A ban on advertising on resources of banned organizations and a fine for deliberately searching for extremist materials came into force | Garant, RIA Novosti |
| 10–11.02.2026 | facebook.com, instagram.com and messenger.com disappeared from the National Domain Name System (NSDI) | the «На связи» (Na Svyazi) project, via Novaya Gazeta Europe |
The last step is technical. The NSDI works like an address book: if there's no record for a site, an ISP that uses it can't find the site's address. Meduza called this the first documented case of mass deletion of records.
What's banned is the activity of the company Meta, not each individual user. The court banned the organization, Roskomnadzor restricted access to the site, and for individuals there's no specific rule punishing them for logging in to the social network.
Hence the asterisks in the news. When mentioning Facebook and Instagram, Russian media add a note about Meta's status: this obligation for the media was cited back in March 2022, when the court decision was just being made.
The authorities have commented on users several times. On July 16, 2025, Artyom Sheikin, first deputy chair of the Federation Council's constitutional committee, stated that attempts to access Meta's websites and apps do not in themselves constitute an administrative offense. Liability, according to him, arises for deliberately searching for materials from the federal list of extremist materials. A detailed breakdown of the rules is in the article is a VPN legal in Russia.
You can read the feed and message people: there's no specific rule against this. The risk arises when you pay Meta, place ads or search for materials included in the federal list.
| What you do | How it's regulated | Possible consequences |
|---|---|---|
| Read the feed, message friends | no specific rule | none |
| Run ads, including on your own account | banned since 01.09.2025 under Federal Law 72-FZ of 07.04.2025 | Part 1 of Article 14.3 of the Code of Administrative Offenses: individuals 2,000–2,500 ₽, officials 4,000–20,000 ₽, organizations 100,000–500,000 ₽ |
| Deliberately search for materials from the federal list of extremist materials | Article 13.53 of the Code of Administrative Offenses since 01.09.2025 | 3,000–5,000 ₽ |
| Pay Meta, for example for verification | no direct rule, but there's case law | see below |
There's a telling case about payments. On May 26, 2025, Moscow's Kuntsevsky District Court, ruling on a prosecutor's claim, declared prohibited the information on a website that sold paid Instagram verification. The court stated that such services "may contribute to the financing of an extremist organization". The case was analyzed by lawyer Alyona Iva on Habr in July 2025.
This article isn't legal advice. If you run a business page on Facebook, it's better to discuss the terms with a lawyer.
The block restricts access to the site from Russian networks; it doesn't delete profiles, so your account continues to exist. Meta hasn't accepted ads from Russia since March 4, 2022. Meta's blog puts it this way: advertisers in Russia can no longer create or run ads anywhere in the world.
For an ordinary account, the main thing is not to lose access. Facebook supports three methods of two-factor authentication: a security key, an authentication app and SMS. If you're in Russia or often switch networks, an authentication app is more reliable: it doesn't depend on SMS delivery. This is set up in "Accounts Center", under "Password and security".
You can save a copy of your data there too. The path: "Accounts Center" → "Your information and permissions" → "Export your information". The formats are HTML or JSON, and according to Meta's help center you have 4 days to download the finished file.
If Facebook blocked your login after you connected from a new address, the steps to take are described in the article account blocked because of a VPN.
You need a VPN with a protocol that filtering doesn't recognize, and a server in a country where Facebook works. There's no reliable way without a VPN: the domain has been removed from the NSDI, and access is restricted at the filtering level.
On a computer, the steps are the same. We don't recommend browser "mirrors" and web proxies for Facebook: a login page on someone else's domain is a classic way to steal a password.
If Facebook doesn't work even with a VPN, the cause is usually the protocol. Filtering identifies OpenVPN and WireGuard by the characteristic start of the connection, and the tunnel stops working entirely. A step-by-step check is in the article why a VPN isn't working. The situation with Instagram is the same; the differences are covered in the article VPN for Instagram, and Meta's messenger is covered in the article VPN for WhatsApp.
For Facebook, the key thing is that filtering doesn't recognize the tunnel. BessyConnect runs on VLESS with Reality camouflage: to the network, the connection looks like an ordinary HTTPS website.
Download the app:
BessyConnect isn't in the Russian App Store; to install it on iPhone you need an Apple ID from another country.
The honest limit. BessyConnect provides secure access to the site, but it doesn't change Meta's legal status and doesn't lift the advertising restrictions: the 72-FZ ban concerns the advertising itself, not the way you connect. It won't restore a blocked account and won't reverse Meta's decision not to accept ads from Russia.
If you need Facebook for staying in touch and reading, install BessyConnect from the download page and check how it works during the trial period.
Is Facebook banned in Russia or not? The activities of the company Meta are banned: on March 21, 2022, Moscow's Tverskoy District Court designated it extremist, and Facebook itself has been blocked by Roskomnadzor since March 4, 2022. There's no specific rule punishing users for logging in.
Can I access Facebook without a VPN? Not reliably. Access is restricted by filtering, and in February 2026 facebook.com was removed from the national domain name system. According to OONI, in October 2026, 78.5% of tests from Russia showed signs of blocking.
Why doesn't Facebook work even with a VPN? Most often, filtering has recognized the protocol: OpenVPN and WireGuard are identified by the start of the connection. What helps is a protocol disguised as HTTPS and a server in a single country.
Are you fined for logging in to Facebook? Not for logging in as such. A fine of 3,000–5,000 ₽ under Article 13.53 of the Code of Administrative Offenses applies to deliberately searching for materials from the federal list of extremist materials, and since September 1, 2025, advertising on Meta's social networks carries liability under Article 14.3 of the Code.
Is BessyConnect suitable for Facebook? Yes, for reading the feed and messaging. The VLESS protocol with Reality camouflage looks like ordinary HTTPS to the network, and the trial period lets you check access before paying.
