MTS, Beeline, Rostelecom and VPN: do they block it and what to do

Neither MTS, nor Beeline, nor Rostelecom has officially stated that it blocks VPNs. In its help article updated on July 30, 2026, MTS says plainly: "you don't need to pay anything for the mere fact of using a VPN". If your tunnel has stopped working on mobile internet, the cause is more often the whitelist mode or protocol filtering, not your plan. The carriers do have their own "VPNs", but these are either access to a few services that have left Russia or a corporate network for offices.

If you need a VPN that doesn't give itself away by its protocol on the MTS, Beeline or Rostelecom network, we recommend BessyConnect: it disguises traffic as ordinary HTTPS. Below we go through what is known about each carrier and what to check on your side.

Do MTS, Beeline or Rostelecom block VPNs?

We found no public statements about blocking VPNs from any of the five major carriers. On March 30, 2026, MTS told RIA Novosti that it "has no information about plans to introduce a fee for using VPN", and MegaFon, Beeline and T2 support, answering the outlet Verstka, didn't confirm any changes either. The disruptions users see are linked to mobile internet restrictions and traffic filtering, and those decisions are not made by the carrier.

Does MTS charge for VPN?

No. According to the MTS help article of July 30, 2026, you don't need to pay for the VPN itself, and charges only apply to file-sharing networks, "regardless of whether with a VPN or not". On plans where torrents are paid separately, this costs from 75 to 87 rubles a day, and only on the days you use them.

The story started in March. On March 14, 2026, Novaya Gazeta noticed that the MTS help article "What are file-sharing networks" listed "browsing the internet via VPN" among paid traffic, and the same day the line was removed. Now the article lists torrents, some games and P2P services such as BitTorrent, TOR, eDonkey and Direct Connect. Cloud storage is not among them.

The separate fee doesn't apply to all subscribers. According to the help article, it covers the plans MTS Bolshe, MTS Kak Khochesh, Tarifishche, NETARIF, Smart Gostevoy and Smart Gostevoy+, MY MTS and MY MTS+, MTS Doma Vygodno, Tariff No. 2, No. 6 and MTS Proshche, activated between March 20 and July 29, 2026. To avoid charges, you can enable the free "File-sharing network ban" service in "My MTS" (Catalog → Services → Security). Asked whether it will break a VPN, MTS answers: "Your usual VPNs will keep working". In March some users reported the opposite, so it's worth checking the tunnel after enabling it.

A separate story is the fee for international traffic. According to Forbes of May 21, 2026, on March 28 the Ministry of Digital Development asked carriers to charge for international traffic above 15 GB a month, but the launch was postponed. On July 7, Deputy Minister of Digital Development Ivan Lebedev said in the State Duma: "A fee for foreign traffic is not being considered" (quoted by RIA Novosti). On October 5, Kommersant wrote that the discussion had returned with a different threshold: 50 GB and only on 5G networks. According to the outlet, there is no final decision.

Why is the VPN not working on MTS, Beeline, MegaFon and T2 mobile internet?

The main cause in 2026 is the whitelist mode. When it's on, the carrier lets through traffic only to addresses from the Ministry of Digital Development's list, and the VPN server becomes unreachable. According to the company Vigo, cited by Kommersant on August 5, 2026, 51% of mobile internet sessions in Moscow and the Moscow region went through whitelists, and in St. Petersburg only 43.9% of connections went through without restrictions.

The list is maintained by the Ministry of Digital Development: the first version was published on September 5, 2025, and the next addition, according to Lenta.ru, was announced on April 23, 2026. In Moscow, connection disruptions began on March 6, and on March 13 Kommersant, citing three sources, wrote that whitelists had started working in the capital as well; the outlet's correspondent checked this in the metro. In August, according to RBC (as retold by CNews on August 31), the Ministry of Digital Development asked hosting and CDN providers to move the addresses of sites on the list into separate subnets so that no VPN services would remain on them. How this mode works and what works under it, we covered in the article does a VPN help when mobile internet is shut off.

The second cause is protocol filtering. TSPU equipment (Russia's deep packet inspection boxes) recognizes OpenVPN, WireGuard and similar protocols by the characteristic start of the connection and breaks or slows them down. The carrier doesn't control this equipment, so calling support won't help. More in the article TSPU: what it is and how filtering works.

The third cause is not in the network but in the carriers' own apps: they react to a VPN being on. On April 14, 2026, RIA Novosti reported that "My MTS" shows the banner "VPN is on. Data may not be displayed", and MegaFon and Beeline advise turning off the VPN for their app to work correctly. The network works fine; the carrier's app simply sees a foreign address.

If nothing opens at all, even without a VPN, it's no longer a restriction but a shutdown. What to do in that situation is explained in the article internet shutdown: what to do.

Do MTS, Beeline and Rostelecom have their own VPN?

None of them has a classic VPN for private customers. There are two other products that are called by this word: the "white VPN", which is access to a few services that have left Russia, and a corporate VPN for companies. Neither opens sites blocked by Roskomnadzor.

Beeline. The option is called "Access to foreign resources that have left". On November 26, 2025, Beeline opened it to subscribers of the "plan b." plan, and on June 9, 2026, as CEO Sergey Anokhin told RBC, access became available to bee subscribers. The option's page lists OpenAI, Claude, Spotify, Netflix, Ticketmaster and Brawl Stars. The carrier itself warns that access "is not guaranteed for technical reasons" and that the option doesn't open resources blocked by Roskomnadzor. Spotify and Netflix require a non-Russian account (Beeline recommends Germany), and on an iPhone you may need an Apple ID from another country.

MTS. On August 14, 2026, the company launched "MTS Global Access". It works on the MTS TOP and TOP+ plans at no extra charge, and you go to the services from "My MTS". The announcement for subscribers names Open AI, Claude, Spotify, Ticketmaster, Strava and Netflix. MTS stresses that these are services "permitted by law", and that the technology was patented in 2025.

MegaFon and T2. There are no equivalents for private customers. In Rossiyskaya Gazeta on June 10, 2026, T2 said a solution is in development, and MegaFon declined to comment.

Corporate VPN. IP VPN for business is sold by Beeline, MTS ("up to 10 Gbit/s"), MegaFon (point-to-point, full-mesh and hub-and-spoke setups) and Rostelecom. This is a private network that connects offices and gives employees access to the company's CRM, mail and databases. The price is calculated individually. The Rostelecom blog says outright that such a VPN can track users' actions, meaning it's an employer's tool, not personal privacy. You can't use it to access YouTube or Instagram.

Does Rostelecom block VPNs on home internet?

Officially, no. On March 21, 2026, the Ministry of Digital Development called reports of whitelists for home internet fake, and Rostelecom stated that "no restrictions on fixed internet are planned" (according to Fontanka). On March 31, the company repeated this to Kommersant: wired internet can't be used to navigate drones, so there are no restrictions.

If the VPN doesn't work at home with Rostelecom or another provider, look for the cause in the protocol, server or router. A step-by-step breakdown is in the article why a VPN isn't working.

The query «билайн впн домашний интернет» ("beeline vpn home internet") often comes up for another reason. Beeline itself calls the connection to its home internet a "VPN connection over L2TP" via the server tp.internet.beeline.ru. This is a way of logging into the provider's network, not a secure tunnel abroad. If you see Beeline's L2TP profile in your router settings and delete it, the internet will disappear.

For those who need specific foreign services at home, Beeline sells a static IP for 180 rubles a month: according to the carrier's description, Netflix, Spotify, ChatGPT and Steam work with it over Wi-Fi. For everything else, a VPN is installed on a phone, computer or router. Which routers can do this and how to set them up is in the guide how to set up a VPN on a router.

What to check if the VPN isn't working on your carrier

Compare where the connection breaks: on mobile internet, on Wi-Fi or everywhere. Everything else depends on that. The check takes five minutes.

  1. Switch to Wi-Fi. If the VPN works over Wi-Fi but not on mobile internet, the problem is restrictions on the mobile network, not the app.
  2. Turn off the VPN and open any site that isn't on the whitelist. If it doesn't open even without the VPN, the whitelist mode is on. Wait for it to be lifted or use Wi-Fi.
  3. Look at your billing details. MTS subscribers should check whether there are daily charges for file-sharing networks. If there are, but you don't need torrents, enable the free "File-sharing network ban".
  4. Check permissions. On an iPhone, at the bottom of "Settings → Cellular" (Mobile Data) there is a list of apps: the toggle for the VPN app must be on, otherwise it only works over Wi-Fi.
  5. Change the protocol. If a VPN on OpenVPN or WireGuard connects but nothing loads, that's the typical picture of filtering. You need a protocol with camouflage, for example VLESS with Reality.
  6. Don't confuse a VPN with a slow network. If everything works but slowly, go through the causes in the article the carrier is throttling speed: will a VPN help.

Why we recommend BessyConnect

BessyConnect runs on the VLESS protocol with Reality camouflage. To filtering equipment the connection looks like ordinary HTTPS, so the tunnel doesn't stand out by its signature the way OpenVPN or WireGuard do. This is the answer to the fifth item of the checklist: the tunnel can't be identified by its protocol, whichever carrier you're on.

What else the service offers:

  • more than 100 servers, you can choose the one closest to you;
  • no logs are kept;
  • registration is optional;
  • there is a trial period to check how it works on your carrier before paying.

Download the app:

The BessyConnect app isn't in the Russian App Store; installing it on an iPhone requires an Apple ID from another country.

The honest limit. BessyConnect, like any VPN, doesn't work when mobile internet is switched to whitelists or shut off completely: packets simply don't reach the server. It won't cancel torrent charges on an MTS plan and won't replace a corporate network if your employer requires you to connect through its own VPN. Carrier and bank apps may show a warning while the tunnel is on.

If the VPN has stopped working on your carrier while the internet itself is available, try BessyConnect during the trial period: all versions are gathered on the download page.

Frequently asked questions

Does MTS charge money for VPN? No. The MTS help article of July 30, 2026, says you don't need to pay for the mere fact of using a VPN. On some plans only torrents and P2P are paid separately, from 75 to 87 rubles a day.

What is Beeline's white VPN? It's the option "Access to foreign resources that have left" for "plan b." and bee subscriptions. It opens OpenAI, Claude, Spotify, Netflix and a few other services that left Russia on their own, but it doesn't open resources blocked by Roskomnadzor.

Why does the VPN work over Wi-Fi but not on mobile internet? Most often mobile internet is running in whitelist mode at that moment, and the VPN server's address isn't on the list. If ordinary sites don't open without the VPN, that's exactly the reason.

Does Rostelecom block VPNs on home internet? Officially, no: in March 2026, Rostelecom and the Ministry of Digital Development stated that no restrictions on fixed internet are being introduced. If the VPN doesn't work at home, check the protocol, the server and the router settings.

Will BessyConnect work on MTS, Beeline and Rostelecom? The VLESS protocol with Reality disguises traffic as HTTPS, so it suits networks where OpenVPN and WireGuard are filtered. You can check it on your carrier during the trial period. Under whitelists and a complete internet shutdown, no VPN will help, including BessyConnect.
