Buying games from Russia in 2026: Steam, PlayStation Store and Xbox under the platforms' rules

Of the three big stores, only Steam works directly in Russia in 2026, and even that comes with caveats: it hasn't accepted Russian cards since March 2022, and of the 29 popular games we checked on October 31, 2026, only 8 are sold in the Russian region. The PlayStation Store is suspended in Russia, and a PlayStation account's region can't be changed. Microsoft stopped new sales in Russia on March 4, 2022. All three platforms require the account region to match the country you live in and the country of your payment method. Changing the region without actually moving goes against their rules and can cost you your account.

Below we look at what's available on each platform, which region change rules officially apply, and what accounts get banned for.

Which games can you buy on Steam from Russia?

Steam's Russian region works and shows prices in rubles, but some publishers have pulled their games from it. On October 31, 2026, we requested the store pages of 29 popular games through the Steam store's open interface for Russia, Kazakhstan and the US. All 29 are available in Kazakhstan and the US; 8 in Russia.

The second problem is payment. According to Cyber.Sports.ru (Киберспорт.ру) on March 2, 2022, Steam stopped accepting Visa, Mastercard and Mir cards from users in Russia. Valve hasn't published an official explanation.

If the Steam store or client won't open for you, we recommend BessyConnect: it restores access to the store, but it doesn't change your account region or prices. We explain why below.

How to change your Steam region under Valve's rules?

Officially, you can only change your Steam region when you move: it requires a purchase with a payment method from the new country, and you can do it once every three months. That's what the Steam support article "Steam Store Country" says.

What the support article says:

  1. The store country is set by the location of your first purchase.
  2. If you've moved or are living abroad long-term, you can change the country on your first purchase with a payment method from that country. Steam will offer the change in the cart or at checkout.
  3. You can change the country no more than once every three months.
  4. The store country must match the country you currently live in, and you must have a local payment method.
  5. Activation keys and Steam Wallet codes don't change the store country.
  6. A new user who is traveling can't temporarily choose the country they're visiting: it can't be set until they return home.

Now about what happens if you break the rules. The Steam Subscriber Agreement (section 3.A, version of September 10, 2026) says explicitly: you agree not to use IP proxying or other methods to disguise your place of residence in order to access regional content or to purchase at prices not applicable to your region. If you do, Valve may terminate your access to your account.

So the popular advice to "switch your Steam region to Kazakhstan" only works under Valve's rules for people who actually live in Kazakhstan and pay with a Kazakh card.

How to top up Steam in Russia?

Officially, Valve advises people who can't purchase in their store country to get activation keys and Steam Wallet codes from local game retailers. The other options work through intermediaries and carry risks.

What matters about keys, according to Steam's support article on regional restrictions:

  • the publisher should indicate a key's region restrictions on the packaging, and Valve advises asking the seller about them before buying;
  • if a key is intended for another region, Steam will show the error "Game not available in your territory";
  • Steam Support doesn't refund money for keys from third-party stores; that can only be resolved with the seller.

Besides keys, there are services that top up Steam by login, including in the apps of some Russian banks and carriers. A 2026 Rozetked review names such sections in T-Bank and Sberbank and warns about fees and payment failures. Steam's support pages don't mention such services, so only the intermediary is responsible for an error or delay.

A separate note on gifts. According to the same support article, a gift bought in one region can sometimes only be activated in that region. Using a proxy or VPN to activate such a gift is prohibited by Steam's terms and may lead to restrictions on your account.

How to buy games on PS5 and PS4 from Russia?

PlayStation's Russian support pages state plainly: PlayStation Store operations in Russia have been suspended. An account's region can't be changed after creation, so right now you can't buy a digital game from a Russian account. Many players create an account in another country, but under PlayStation's rules the account country must be your country of residence.

Rules worth knowing, from PlayStation's support pages:

  • the account country is specified at registration, must be your country of residence and must match your payment information;
  • a voucher code (gift card) must be from the same region as the account, and money or games can't be transferred between accounts;
  • the store may not accept cards issued in other regions;
  • an add-on won't work with a disc game if the regions of the add-on and the disc don't match.

The option without changing regions is disc games for consoles with a disc drive. There's only one restriction: add-ons for such a game must be from the same region as the disc.

If purchases were made on a second account, you can play them from your main one too. PS5 has an official feature for this, "Console Sharing and Offline Play":

  1. Sign in to the console with the account the games were bought on.
  2. Open Settings → Users and Accounts → Other → Console Sharing and Offline Play.
  3. Select "Enable".
  4. Go back to your main profile: the purchased games and some PlayStation Plus benefits will be available to it too.

Limitations: the feature can only be enabled on one PS5 at a time, and you're allowed to remotely disable all consoles once every six months. This matters if you buy a "shared" account from an intermediary: its owner keeps control over the account. How to get a console online through a VPN if PlayStation Network won't open is covered in the article VPN for a console: how to connect PlayStation and Xbox.

How to buy games on Xbox in Russia?

Microsoft suspended all new sales in Russia on March 4, 2022, as the company's president Brad Smith announced. Unlike PlayStation, a Microsoft account's region can be changed, but no more than once every three months and with losses.

What Microsoft's support article "Change your country or region in Microsoft Store" says:

  • changing the region is recommended only if you're moving long-term;
  • games, apps and Xbox Game Pass subscriptions from one region may not work in another;
  • money on the account balance doesn't carry over; it has to be spent in advance;
  • you can't change the region if you've already changed it in the past three months, if the account is suspended, or if your status as a minor changes.

On an Xbox Series X|S console, the region is changed under "Profile & system" → "Settings" → "System" → "Language & location", with a restart. Some 2026 reviews claim that changing the Xbox region is "not restricted in any way", but Microsoft's support article contradicts this.

Gift cards follow the same rule as with Sony. Under Microsoft's gift card terms, a value in a given currency can only be redeemed to an account registered in that currency's country and spent only in that country's stores. The balance isn't converted and can't be transferred to another person.

What do accounts get banned for when buying games from Russia?

The rules of all three platforms aren't about your country of residence as such, but about a mismatch between the account region, where you actually live and your payment method. The risk grows if the region has been changed without moving or the account was bought from an intermediary.

PlatformRuleConsequences
SteamAgreement, section 3.A: you may not disguise your place of residence via a proxy to buy at another region's pricestermination of access to the account
SteamRegion support article: you may not activate a regional gift via a VPNaccount restrictions
PlayStationThe account region must match the country of residence and paymentcard and codes rejected; for violating the Terms of Service, a temporary or permanent ban
XboxMicrosoft Services Agreement (published July 30, 2026): you may not circumvent restrictions on access to or availability of the servicesrestricted features, account closure with loss of licenses and balance

A separate risk is intermediaries: a key from the wrong region, a "shared" account the owner can take back, or a gift that can't be activated in your region. What to do if your account has already been banned is covered in the article account blocked because of a VPN.

Do you need a VPN to buy games?

Not for buying: a VPN doesn't change the store region. On Steam the country is determined by your purchases and payment method, on PlayStation it's fixed for good, and on Xbox it's changed in the account settings. You need a VPN in a different case: when the store, the client or downloads won't open from your carrier's network.

Typical situations:

  • Steam won't sign in to your account, or store pages load without images. What to do and why download speed drops with a tunnel is explained in the article VPN for Steam: sign-in, downloads and speed.
  • A banking app won't open with the VPN on. Split tunneling helps: the bank goes direct, everything else through the tunnel.
  • Ping has gone up in an online match. When a VPN helps in games and when it gets in the way is covered in the article VPN for gaming.

Why we recommend BessyConnect

For access to game stores, what matters is that the tunnel itself doesn't stand out in the traffic. BessyConnect uses VLESS with Reality camouflage: to the network, the connection looks like ordinary HTTPS.

What else it offers:

  • more than 100 servers, so you can pick the nearest one;
  • no logs are kept, and registration isn't required;
  • there's a trial period to test Steam and PlayStation Network on your carrier.

Download the app:

BessyConnect has no Windows app. If you play Steam on a Windows computer, keep this in mind in advance. BessyConnect isn't in the Russian App Store either; to install it on iPhone or Mac you need an Apple ID from another country.

The honest limit: BessyConnect doesn't change the store region, doesn't lower prices, doesn't make paying with a Russian card possible and doesn't protect you from a ban for violating a platform's rules.

If Steam, PlayStation Network or Xbox won't open for you, install BessyConnect from the download page and check access during the trial period.

Frequently asked questions

Can you buy games on Steam from Russia in 2026? Yes, Steam sells games in rubles, but it hasn't accepted Russian cards since March 2022. Of 29 popular games checked on October 31, 2026, only 8 are sold in the Russian region.

How often can you change your Steam region? No more than once every three months, according to Steam's support pages. The change is possible when you buy with a payment method from the new country, if you live there.

Can you change a PlayStation account's region? No. According to PlayStation's support pages, the country can't be changed after the account is created. Under the same rules, a new account in another country must match your country of residence and payment.

Will my Steam account be banned for buying with a VPN? It may. The Steam agreement prohibits disguising your place of residence via a proxy to buy at another region's prices, and Valve reserves the right to terminate access to the account.

Will BessyConnect help me buy a game cheaper? No. BessyConnect restores access to stores and downloads when they won't open from your carrier's network, but the region and prices are determined by the account, not the IP address.
