Liberti VPN (Liberty VPN): what the service is, how much it costs and why it isn't working

Liberti VPN («Либерти ВПН») is VPN Liberty, a paid service that works through the Telegram bot @vpn_liberty_bot and issues VLESS and Outline keys for third-party apps. It has no app of its own in the stores. Test access lasts one day, and the monthly plan cost 299 ₽ in January 2026. Below is everything we could verify from the service's channel, its instructions, the site archive and registries as of October 27, 2026. What is Liberti VPN and who is behind it?

VPN Liberty is a project that has been running the Telegram channel @vpn_liberty since at least August 2023. The navigation post of August 16, 2023, which all the channel's entries link to, is written on behalf of the founder: he explains that a provider easily recognizes OpenVPN and WireGuard, which is why the service is built on other protocols. The subscription, payment, keys and support all live in Telegram bots.

The picture on jurisdiction is mixed. TechRadar, in an article of April 29, 2026, calls VPN Liberty Armenian. The WHOIS record for the domain proxyliberty.com (registered on September 25, 2024) gives Georgia as the owner's country. And in the public offer saved by the Wayback Machine in December 2024, the contractor was a Russian sole proprietor. According to EGRIP (the Russian register of sole proprietors), this sole proprietor ceased operations on December 17, 2025. We couldn't find a current offer with contractor details: the link to it from the January version of the site returned a 404 error on October 27.

One more detail from the channel. In May 2026, the service announced its fifth "investment pool" for private individuals from 150,000 ₽, with an expected return of about 120–140% a year depending on the amount, and itself added: "There are no guarantees, this is investment." This has nothing to do with the VPN subscription, but it shows how the project funds its advertising.

What look-alikes and namesakes does Liberty VPN have?

At least four unrelated products go by the word Liberty, and they are easy to confuse with the Telegram service:

• Liberty — Быстрый Russian VPN (Liberty — Fast Russian VPN) on Google Play from the developer Anything Intellect. This is a different product: it is for opening Russian sites from abroad. 100K+ downloads, a rating of 1.9 from 1.29 thousand reviews, contains ads, last updated on October 9, 2025.
• Liberty Shield VPN in the App Store from Scothosts Limited, released in 2019. A different publisher, unrelated to the Telegram service.
• Liberty in RuStore is the Liberty Mobile Bank app (package ge.lb.mobilebank), not a VPN.
• Bots with similar names: @liberty_vpn_bot, @libertyvpnbot, @vpnliberty_bot, @libertyvpn_bot. The official channel doesn't link to them: it has only one VPN bot, @vpn_liberty_bot, and support is @liberty_sup_bot.

In April 2026, the service itself warned subscribers: if someone messages you privately on its behalf and promises a discount, these are strangers. How to tell copies apart is covered in the article on how to spot a fake VPN app.

Where are the official site and personal account of Liberti VPN?

The personal account is the bot @vpn_liberty_bot itself: the /menu command, then «Управление подпиской» ("Manage subscription"). That is where the keys, the instructions button, payment and gift subscriptions are. The service does have a site, but a utility one: a payment page on proxyliberty.com and a backup account on storage.googleapis.com.

The backup address appeared because of Telegram restrictions in Russia. In a post of April 29, 2026, the service asks people to save it: "our site, which is also the personal account; it also has access to tech support and all the functions from Telegram". Take the link only from the pinned post in the @vpn_liberty channel, not from search.

How much does Liberti VPN cost and can you use it for free?

There is no free plan, only a one-day test after tapping «Тест» ("Test") in the bot. The service doesn't publish regular prices, so below are two snapshots: the price list from the channel and prices from the payment page per the Wayback Machine archive.

Now it is apparently more expensive. The review aggregator VPN Status says "from 500 ₽ a month", and users in most reviews from June–October 2026 mention amounts from 450 to 600 ₽ a month. This is secondary data; the bot shows the exact price before payment.

Promotions are frequent. From September 21 to 27, 2026, the test was extended to 5 days, and from October 5 to 11 the first month cost 99 ₽, the family subscription 499 ₽ instead of 899 ₽, and the corporate one for 25 people 899 ₽ instead of 2,999 ₽. In January 2026, payment was accepted by card, via SBP (Russia's Faster Payments System) and in cryptocurrency. A subscription can be bought as a gift, and bonuses for invited friends can be exchanged for free months.

How to download Liberti VPN for phone and PC?

There is no need to download "Liberti VPN" as an app: no such app exists. You get a key in the bot and paste it into a client from the list the service itself recommends in its instructions on Teletype and Telegraph.

1. Open @vpn_liberty_bot and tap «Тест» ("Test") or pay for a subscription.
2. Send /menu, go to «Управление подпиской» ("Manage subscription") and copy the VLESS (Auto) key.
3. Install a client for your platform (table below).
4. In the client, tap "+" and paste the key from the clipboard.
5. Turn on automatic subscription updates, otherwise new server addresses won't be pulled in.

There is no official PC app, and the Windows instructions from November 2024 point to a 2023 build of Nekoray. You don't need Android emulators for this. An important caveat for iPhone: on June 25, 2026, the service reported that Happ had been removed from the Russian App Store. As of October 27, a search for Happ in the Russian storefront finds only unrelated apps with similar names. Install INCY or change your Apple ID region.

Why is Liberti VPN not working and what to do?

The main cause in autumn 2026 is IP address blocking. On September 18, the service wrote in the channel that addresses are being blocked by entire subnets, across the whole country at once, and that the infrastructure has to be changed "at least once per calendar day". If your subscription hasn't refreshed, the client is knocking on addresses that are already blocked.

The order of checks:

1. Refresh the subscription in the client. In Happ or INCY, tap the refresh button next to the subscription; that is how new addresses are pulled in.
2. Turn on automatic updates, and in the iPhone settings allow Background App Refresh for the client. It doesn't work in Low Power Mode.
3. Choose the "Auto" server. It appeared in April 2026 and picks a working node by itself.
4. Try a different key. VLESS is more resistant to DPI; Outline is simpler but, according to the service itself, gets blocked more often.
5. Under whitelists on Android, get the «Белые списки NEW» ("Whitelists NEW") key in the bot. For iOS, as of April 29, 2026, a solution was "in development".
6. Write to support at @liberty_sup_bot; it answers around the clock.

The problems show in reviews too. On VPN Status, as of October 18, 2026, VPN Liberty works for 57% of 88 voters, with a rating of 3.3 out of 5. Reviews from June to October most often mention disconnections every 10–30 minutes and that days of downtime are not compensated. These are users' opinions, not measurements. Is Liberty VPN safe and what data does it collect?

The latest privacy policy available to us (a December 2024 archive) describes collecting the name, Telegram ID, payment amounts and dates, the last four digits of the card and the payer's email. It also mentions data on feature usage, "service access logs" and crash reports. This version contains no separate promise not to keep connection logs.

• Who it's shared with. Payment, analytics and advertising contractors, unnamed. The service promises to comply with government requests only from countries that are "generally recognized" as democratic.
• Retention. Support requests are kept for 3 years, device data for up to 6 months.
• Legal entity. The sole proprietor from the 2024 offer was closed in December 2025; the current contractor isn't named in public documents.
• Code. The service is built on the open protocols VLESS and Shadowsocks, but there is no independent audit in open sources.

A plus worth acknowledging: the keys work in open clients, and you choose which app to install yourself. The minus: everything hinges on a Telegram account, and we couldn't find a current offer with the contractor's details.
