Which messengers work without a VPN in Russia: a table as of October 2026

As of October 31, 2026, Max and VK (VKontakte) messages work in Russia without a VPN, and among foreign services, WeChat and Zoom are reachable according to measurements. WhatsApp, Telegram, Signal, Viber, Discord, Snapchat and FaceTime calls are restricted by decisions of Roskomnadzor. According to the open observatory OONI for October 2026, signs of blocking appear in 81% of WhatsApp tests and 86% of Telegram tests.

Date checked: October 31, 2026. The situation changes every few months, so each row below has the date of the decision and the source, and before moving your family or colleagues to another messenger, it's worth testing it on your own carrier. If you want to keep your conversations in the messengers you're used to, we recommend BessyConnect: to the network, its tunnel looks like ordinary HTTPS.

Which messengers work without a VPN in Russia right now?

Only Russian services and a few foreign ones the regulator has no complaints about work fully without a VPN. All popular Western messengers require a VPN: in some, calls don't go through; in others, even text won't send.

Meta, the owner of WhatsApp, has been designated an extremist organization in Russia.

What do OONI measurements show for WhatsApp and Telegram?

A year ago WhatsApp and Telegram worked almost everywhere in Russia; now they're blocked in 8–9 tests out of 10. This is visible in the open data of OONI, a project where volunteers run service availability tests on their own devices. We exported the data on October 31, 2026.

MessengerOctober 2025December 2025April 2026October 2026
WhatsApp1%38%88%81%
Telegram4%6%86%86%
Signal90%87%86%85%

The table shows the share of tests in which the OONI test found signs of interference. An anomaly isn't yet proof of blocking, but a rise from 1% to 81% in a year is hard to explain by outages. The jumps coincide with the dates of decisions: in late November 2025 Roskomnadzor announced a phased restriction of WhatsApp, and on February 10, 2026, it announced "sequential restrictions" of Telegram. Signal's high share has held since August 2024, after it was blocked.

Why do WhatsApp and Telegram work for some people but not others?

Blocking is applied by networks, and different carriers do it differently. That's why Telegram sometimes opens for your neighbor but not for you, even without a VPN.

OONI data for October 2026 on the largest networks (share of tests with anomalies):

NetworkWhatsAppTelegram
Rostelecom (AS12389)95%97%
MGTS (AS25513)86%97%
Beeline (AS8402)86%91%
MTS (AS8359)75%85%
MegaFon (AS12714)60%69%

The spread is large, but on none of the major networks do WhatsApp and Telegram work reliably. You can't count on a message going through without a VPN: it may get stuck for hours, and a call may not connect at all. Read more about the causes and setup in the articles VPN for WhatsApp and VPN for Telegram.

Which messengers are blocked in Russia, and when?

Over two years, all popular foreign messengers have come under restrictions, except those hardly used in Russia. The timeline based on official Roskomnadzor statements quoted by the media:

  1. August 9, 2024 — Signal. Roskomnadzor explained the block by "violation of the requirements of Russian legislation" and the risk of the messenger being used "for terrorist and extremist purposes".
  2. October 8, 2024 — Discord. The reason, according to TASS, was "violation of the requirements of Russian legislation".
  3. December 13, 2024 — Viber. Why it stopped working and what to do is covered in the article Viber not working.
  4. May 5, 2025 — Skype. Not a block: Microsoft shut down the service worldwide and suggested moving to Teams.
  5. August 13, 2025 — WhatsApp and Telegram calls. Roskomnadzor told Fontanka that "measures are being taken to partially restrict calls in these foreign messengers".
  6. November 28, 2025 — WhatsApp as a whole. According to Kommersant, Roskomnadzor threatened a full block and announced that restrictions "are being introduced in phases". On December 22, 2025, the agency confirmed to Interfax that the restrictions would continue.
  7. December 4, 2025 — FaceTime and Snapchat. FaceTime is covered in detail in the article FaceTime not working in Russia.
  8. February 10, 2026 — Telegram. Roskomnadzor told Interfax that it would continue "introducing sequential restrictions". According to OONI measurements, by April the share of anomalies had risen from 34% in March to 86%.

What to switch to: which messengers work in Russia without a VPN?

Russian services work most reliably without a VPN: Max and VK messages. Among foreign ones, WeChat and Zoom open consistently, but people you talk to in Russia rarely use them.

  • Max. Since September 1, 2025, by government order, it must be preinstalled on smartphones and tablets sold in Russia. When announcing the WhatsApp restrictions, Roskomnadzor explicitly advised switching to national services. Suitable for chatting with people who already have it on their phone.
  • VK (VKontakte). The vk.com site opens in almost all OONI tests: in October 2026, anomalies were found in 1% of cases. Messaging and calls are available both in the browser and in the app.
  • WeChat. Handy for staying in touch with China, almost useless for communicating within Russia.
  • Zoom. For work calls and video conferences, not for everyday messaging.

Keep the difference in rules in mind. According to Vedomosti of November 29, 2025, the authorities demanded that WhatsApp store user data and hand over information, including correspondence, at the request of law enforcement. The logic is simple: services that work without restrictions are those the regulator has no complaints about regarding these requirements. Worth remembering when choosing where to discuss personal matters.

The separate question of whether you can use Telegram or YouTube without a tunnel at all is covered in the article what works without a VPN and what doesn't.

How to use WhatsApp, Telegram, Viber and Discord if they're blocked?

Through a VPN: the network only sees an encrypted connection to a server and can't single out the messenger's traffic. You don't need to delete the apps; they remain in the stores.

We checked the Russian App Store on October 31, 2026: WhatsApp, Telegram, Viber, Signal, Discord and Snapchat are all there, and all received updates in the past two weeks. The problem isn't installation, it's connecting to the servers.

What to do:

  1. Install a VPN with a protocol that holds up against DPI. Filters identify the older OpenVPN and WireGuard by the start of the connection.
  2. Turn on the VPN and open the messenger. If messages weren't sending, wait for it to sync.
  3. For calls, pick the nearest server: the lower the latency, the less echo and fewer dropouts.
  4. If a Russian app, such as a bank, won't open with the VPN on, turn off the tunnel temporarily or set up split tunneling.

How to set up Discord, including voice channels, is described in the article VPN for Discord.

Why we recommend BessyConnect

For messengers, the key thing is that the tunnel doesn't get throttled along with WhatsApp and Telegram. BessyConnect runs on VLESS with Reality camouflage: to the network, the connection looks like ordinary HTTPS, and it's harder to single out than OpenVPN or WireGuard.

What else matters for messaging and calls:

  • more than 100 servers, so you can pick the nearest one for lower-latency calls;
  • no logs are kept, and registration isn't required;
  • there's a trial period to test calls on your carrier before paying.

Download the app:

The BessyConnect app isn't in the Russian App Store; to install it on iPhone you need an Apple ID from another country.

The honest limit: a VPN won't help if mobile internet is shut off entirely or works only on a whitelist, because the tunnel has nothing to connect to. It also won't bring back Skype, which Microsoft itself shut down, and it won't make your conversations secret from the person you're talking to or from the messenger itself.

If you want to keep messaging and calling on WhatsApp and Telegram, start with BessyConnect's trial period: all the apps are collected on the download page.

Does WhatsApp work without a VPN? On most networks, no: according to OONI data for October 2026, signs of blocking appear in 81% of tests. Calls have been restricted since August 13, 2025, and the whole service has been restricted in phases since November 28, 2025.

Can I make Telegram calls without a VPN? No. Telegram calls have been restricted since August 13, 2025, and since February 2026 Roskomnadzor has been restricting the messenger itself as well.

Why does Telegram work without a VPN for people I know, but not for me? Carriers apply restrictions to varying degrees: in October 2026, the share of anomalies in Telegram tests ranged from 69% on MegaFon to 97% on Rostelecom. Working without a VPN on individual networks is unstable and may stop any day.

Is BessyConnect suitable for WhatsApp and Telegram? Yes. BessyConnect runs on VLESS with Reality camouflage, has more than 100 servers, keeps no logs and offers a trial period. There are apps for iPhone, iPad, Mac, Apple TV, Android and Android TV, but not for Windows.
