Viber not working: why Viber is blocked in Russia and what to do

Viber doesn't work in Russia because Roskomnadzor blocked it. The decision was announced on the evening of December 13, 2024, while outages began as early as December 1. The official reason is "violation of Russian legislation on information distribution organizers". The app on your phone hasn't gone anywhere, but it can't reach Viber's servers from a Russian network: messages don't go out and calls don't connect. You can bring it back with a VPN, but calls need a stable and fast tunnel.

Queries like "viber not working", "why viber doesn't work in russia" and "viber not working with vpn" still sit in Yandex suggestions: Viber remains the main messenger for staying in touch with relatives in several countries.

Why Viber was blocked

According to Roskomnadzor, the block was introduced to prevent the messenger being used "for terrorist and extremist purposes and recruitment", and also because of information about drug sales and illegal content. The regulator had earlier also required Viber to store Russian users' data in Russia.

What this means in practice:

WhatWorks from Russia without a VPN
Sending and receiving messagesNo, or with major interruptions
Calls and video callsNo
Registering a new account by SMSUnreliable
Chat history on the phoneYes, it's stored locally
Viber for someone abroadYes, it works for them

How to use Viber in Russia

1. Through a VPN. Turn on a VPN with a server outside Russia, fully close Viber and open it again. Messages that didn't reach you will arrive after connecting.

2. Check that the VPN actually works. If Viber won't connect even with a VPN, the tunnel itself is almost always the problem: plain OpenVPN and WireGuard are cut in Russia. A quick check: how to check that your VPN works.

3. For calls, choose a nearby server. Voice is sensitive to latency. From central Russia, Finland, Poland or Germany are sensible choices. More on choosing a country: which country to choose in a VPN.

4. Don't keep the VPN on just for Viber if it breaks everything else. Since 2026 Russian banks and marketplaces may not work with a VPN on. Split tunneling lets you route only Viber through the VPN: how to set it up.

Why Viber doesn't work even with a VPN

  • The VPN can't hold the connection. Messages arrive in bursts and calls drop. That means filters recognize the protocol. You need a VPN with traffic camouflage.
  • The VPN came on after Viber. The app may have "remembered" that there's no network. Close Viber fully and open it again.
  • The VPN server is in Russia or in a country where Viber is also restricted. Choose another country.
  • Mobile internet is restricted by the carrier. If nothing works except a few sites, it's not a Viber block but whitelists: what to do when mobile internet is shut off.

What to replace Viber with

If your contacts are ready to move, there are alternatives that work from Russia without a VPN or more stably with one. A comparison of messengers for chats and calls is in 10 alternatives to WhatsApp and Telegram. But if relatives abroad only use Viber, it's simpler to keep it and connect through a VPN.

Why BessyConnect works for Viber

BessyConnect runs on VLESS with Reality camouflage: to filters the connection looks like ordinary HTTPS, so the tunnel holds where regular protocols are cut. That matters for calls: voice doesn't survive constant reconnections. There are more than a hundred servers, including Finland, Poland and Germany, no logs, no required registration and no device limit.

Honestly: a VPN restores access to Viber's servers, but doesn't help when mobile internet is completely shut off.

Frequently asked questions

Why doesn't Viber work in Russia? Roskomnadzor blocked Viber on December 13, 2024 for "violation of Russian legislation on information distribution organizers". Without a VPN the app can't connect to its servers.

Is Viber blocked forever? The block has no official end date. As long as Roskomnadzor's decision stands, Viber won't work from Russia without a VPN.

Why doesn't Viber work even with a VPN? Most often the VPN itself can't hold the connection because its protocol is blocked. Check the VPN on another site, choose a server in another country and restart Viber after connecting.

Will I lose my Viber chats? No. History is stored on the phone and in a backup if enabled. New messages will arrive when Viber reconnects to the server.

Can I make Viber calls through a VPN? Yes. For calls, pick the server closest to you and a VPN with a protocol that doesn't drop under filtering.
