What is blocked in Kyrgyzstan in 2026: sites, apps, VPN

As of October 23, 2026, Kyrgyzstan blocks TikTok (since April 18, 2024), the sites Kloop.kg, Temirov Live and Ait Ait Dese (a court ruling of October 27, 2025) and sites with pornographic content under a 2025 law. Telegram, WhatsApp, YouTube, Instagram, VK, Steam and Roblox work. But in August 2026 the tax service threatened to restrict Telegram, VK, Steam and eight more services, and in October a proposal was made in parliament to restrict Roblox for children. We found no separate ban on VPNs for private individuals.

What is blocked in Kyrgyzstan: a table as of October 2026

Only one major platform is fully closed: TikTok. The other blocks concern individual sites: independent media outlets declared "extremist", and porn resources. Another 11 services still work but are under threat of restriction over taxes.

Who blocks sites in Kyrgyzstan and on what grounds

Technically, blocking is carried out by ISPs on the basis of a letter from the Communications Regulation and Supervision Service under the Ministry of Digital Development (in the TikTok case the letter went to the operators on April 16, 2024 with a deadline of April 18, Economist.kg). The initiators may be the GKNB (the State Committee for National Security), the Ministry of Culture, the courts and the body authorized under the pornography law.

The grounds vary:

• The child protection law. TikTok was closed on a GKNB letter citing Article 2-1 of the law "On measures to prevent harm to children's health…". That is how the Ministry of Digital Development explained it to Kaktus.media on April 17, 2024.
• The law "On protection from unreliable (false) information". Signed on August 23, 2021. Under it, on October 26, 2022, the Ministry of Culture closed the Azattyk website for two months (24.kg).
• Anti-extremism legislation. According to Freedom House, as of May 2024, 474 sites had been blocked by court rulings, most of them for allegedly extremist content.
• The law banning access to sites with pornographic content. Signed by the president on July 29, 2025 (24.kg). The authorized body can suspend a site or page for up to two months, and the decision is binding on ISPs. The cabinet approved the blocking procedure on March 9, 2026.
• Tax legislation. Since 2022, foreign companies that sell electronic services to residents of Kyrgyzstan have had to register and pay VAT. Those who don't are threatened by the State Tax Service with restriction of access.

Freedom House recorded no deliberate network shutdowns in its 2024 report: it attributes the outage in October 2022 to an accident on a backbone link.

Has Roblox been blocked in Kyrgyzstan?

No. As of October 23, 2026, Roblox is not blocked in Kyrgyzstan. On October 7, 2026, during the discussion of a bill banning gambling in the form of binary options, MP Zhumabek Salymbekov called Roblox similar to an online casino and proposed introducing restrictions by the second reading (Kaktus.media, 10/07/2026).

The issue was children's paid in-game purchases, not a block. According to the MP, children aged 5–10 ask their parents to link a bank card to the game, and purchases cost from 3 to 100 dollars. There are no finished rules yet, so the thing to watch is the second reading of the bill.

The confusion behind the query "в Кыргызстане заблокировали Роблокс" (Roblox blocked in Kyrgyzstan) most likely comes from Russia. There, Roskomnadzor closed Roblox in early December 2025 (Meduza, 12/04/2025), and on June 10, 2026, Russia's Ministry of Digital Development announced the lifting of the restrictions (Interfax). Which apps have been blocked in Kyrgyzstan

Of the mass-market apps, only TikTok is blocked. The other restrictions concern sites, not programs from the App Store and Google Play.

On June 4, 2026, GKNB deputy chairman Alisher Erbaev explained in parliament when TikTok would be unblocked: after equipment that makes it possible to block individual prohibited content has been purchased and launched (24.kg). He gave no dates. Before that, on May 29, 2026, the Creative Industries Park and representatives of the digital community appealed to President Sadyr Japarov to reconsider the block (24.kg).

The situation with independent media sites is harsher. The court declared the materials of Kloop.kg, Temirov Live and Ait Ait Dese "extremist" and banned their resources on the internet; enforcement was assigned to the same Communications Service (Kaktus.media, 10/31/2025). The court didn't specify which materials fell under the ruling.

Do Telegram, WhatsApp and VK work in Kyrgyzstan

Yes, Telegram, WhatsApp, VK, YouTube and Instagram work in Kyrgyzstan without a VPN. Telegram and VK are under threat, but the threat is about taxes, not politics.

On August 18, 2026, the State Tax Service reported that 73 foreign companies had already registered, and 11 had not. Among them are Telegram, VK, Valve (Steam), Microsoft, Twitch, Epic Games, Electronic Arts, Sony Interactive Entertainment, Dropbox, Pinduoduo and Alibaba (1688). According to the State Tax Service, in 2024–2025 residents of Kyrgyzstan made about 15.9 million transfers to these companies worth 13.2 billion som. If the requirements aren't met, the agency may approach the competent authorities about restricting access (Azattyk Asia, 08/18/2026). As of October 23 we found no reports that a restriction had been introduced.

The Russian messenger Max is also available in Kyrgyzstan. Calls and messages for Kyrgyz numbers were opened on November 5, 2025, and since March 5, 2026, you can register with such a number (iPhones.ru).

Is a VPN legal in Kyrgyzstan

We found no law in open sources that would prohibit private individuals from using a VPN or advertising one. The legal risk is tied to what you read and forward, not to the app itself.

The regulator openly acknowledges this limitation. During the discussion of the porn site law, Azamat Asanov, deputy head of the Communications Supervision Service, said that operators can block a site entirely but have no technical ability to cut off access through a VPN (Current Time, 06/25/2025).

Where the risk is real:

• "Extremist" materials. After the court ruling on Kloop, its co-founder Rinat Tukhvatshin warned that reposts and likes of the outlets' publications could be treated as support for an extremist organization (CPJ, 10/28/2025). How this will be applied is still unclear, but a VPN doesn't protect against such liability.
• Free VPNs. Tattu Mambetalieva of the Civil Initiative on Internet Policy foundation told Kaktus.media (08/28/2024) that after the TikTok block many people install the first free VPNs they come across, and such apps can steal data.

What matters for tourists and migrants

Blocking depends on the network your traffic goes through, not on citizenship.

• A tourist with a Russian SIM card. In roaming, mobile internet usually goes through the home operator's network, so Russian restrictions may persist in Bishkek too. Why this happens we explain in the article on blocking in roaming.
• A tourist with a Kyrgyz SIM card or on hotel Wi-Fi. Instagram and YouTube will open without a VPN; TikTok won't.
• A migrant from Kyrgyzstan in Russia. Russian rules apply, not Kyrgyz ones. How Russia filters the traffic of foreign SIM cards is described in the Central Asia review.
• Everyone. Don't forward materials from Kloop, Temirov Live and Ait Ait Dese while in Kyrgyzstan, and it is better not to keep them on your phone when entering the country.

What a VPN doesn't solve. It doesn't make it legal to distribute materials declared "extremist" in Kyrgyzstan, and it doesn't protect against a phone inspection. It won't help if the connection is physically cut off, and it won't bring back a service that itself doesn't work with your country or card. And if the State Tax Service does restrict Telegram or Steam, a VPN won't solve the problem of paying for subscriptions with local cards either.
