In Kazakhstan, neither Telegram, nor WhatsApp, nor Roblox is blocked: there were outages in 2026, but no official bans. What gets blocked is mostly websites: about 150 VPN service websites (closed in 2023 with reference to Article 41-1 of the law "On Communications") and some news and human rights resources. The legislation has no separate ban on ordinary people using a VPN. The risk arises if you use a VPN to access information prohibited by a court or by law.
For everyday life, usually not. YouTube, Instagram, Telegram and WhatsApp open through Kazakh carriers without a VPN. A VPN is needed in three cases: to open a site from Kazakhstan's block registry, to download files from GitHub during outages like the one in April 2026, and to protect your traffic on public Wi-Fi.
For tourists from Russia it's the other way round. On a Russian SIM card in roaming, traffic first goes to the home carrier under the S8 Home Routing scheme, so Russian blocks travel with you (Meduza, 14.05.2026). With a Kazakh SIM or on local Wi-Fi they don't apply.
Blocking is done out of court by the Ministry of Culture and Information (MIOR before 2023). The table lists what's confirmed by sources as of October 2026.
| Service or site | Status in Kazakhstan | What's known |
|---|---|---|
| VPN service websites (NordVPN, ExpressVPN, ProtonVPN, Surfshark, etc.) | Blocked | About 150 sites, MIOR, early 2023 (Vlast, 14.03.2023) |
| Some media and human rights sites (Meduza, Fergana, change.org, Russian version of Amnesty) | Blocked | OONI report, 19.09.2024 |
| GitHub | The site opens; files downloaded with errors in April 2026 | The ministry stated the resource isn't blocked (Tengrinews, 22.04.2026) |
| Roblox | Works | A block isn't being considered (Vice Minister Kochetov, 19.12.2025) |
| Telegram | Works | Outage on 13.08.2026, restored the same day |
| Works | The mass bans on 03.08.2026 came from Meta's side | |
| YouTube, Instagram, TikTok | Work | No official blocks |
A detail from the OONI report of September 19, 2024: Amnesty International's English-language site opened, but the Russian-language one didn't. The same report recorded TLS certificate spoofing and signs of DPI filtering at several providers. We covered how such filtering works in what DPI is and how a VPN bypasses blocking.
No. All three services had either outages or rumors in 2026, but there was no decision to block them.
Roblox. On December 19, 2025, Vice Minister of Culture and Information Yevgeny Kochetov told Tengrinews that restricting access to Roblox isn't being considered at this stage and no complaints from parents had been received. Roblox also doesn't fall under the future ban on social media for under-16s: according to Kochetov, it isn't considered an online platform in the sense of the bill. If the game won't load, see VPN for Roblox.
Telegram. On August 13, 2026, the messenger stopped sending messages and media in Astana, Karaganda, Pavlodar and then Almaty. The Ministry of AI and Digital Development confirmed the outage and launched a check. Kazakhtelecom reported a sharp drop in traffic to Telegram at exchange points in Frankfurt and Moscow and stated there were no failures in its infrastructure (Tengrinews, 13.08.2026). The head of Russia's Internet Protection Society called it a block (The Moscow Times, 13.08.2026), but there's no official confirmation. According to Kursiv, by 14:40 the same day the messenger was working again.
WhatsApp. On August 3, 2026, many Kazakhstanis' accounts were suddenly sent "for review". This was Meta's own error: the company acknowledged the problem and restored the accounts (zakon.kz, 04.08.2026). If calls or messages still don't go through, see VPN for WhatsApp.
You can: there's no direct ban for individuals. SOLIS lawyer Chingis Oralbayev, commenting to Digital Business on March 27, 2024, explained that the legislation doesn't even define a "VPN service", so one can't speak of a formal ban. We found no article of the Code of Administrative Offenses in open sources that would fine you for the mere fact of installing a VPN.
The line is drawn by paragraph 1-3 of Article 41-1 of the law "On Communications". It prohibits the operation of communication networks and access to internet resources "for the purpose of accessing information prohibited by a court decision that has entered into legal force or by the laws of the Republic of Kazakhstan". Two conclusions follow:
The blocking of VPN service websites relies on the same article: according to the agency, a VPN allows opening restricted sites. Lawyers from DRC (Digital Rights Center), who represented one of the services, called this wording vague and challenged the block in court (Vlast, 14.03.2023). It's the service's website that's blocked, not the use of its app.
A separate risk is shutdowns. In January 2022, during the January events, the internet in the country was shut off completely, and a VPN didn't help then (Roskomsvoboda, 25.05.2023).
Both documents concern a limited group of people, not all users.
Order No. 343/NK of the Ministry of AI and Digital Development has been in force since July 12, 2026. It requires civil servants, quasi-public sector employees and critical infrastructure operators to conduct official correspondence only in messengers and email with servers in Kazakhstan, in practice in Aitu (Exclusive.kz, 28.06.2026). It doesn't ban WhatsApp and Telegram for private correspondence. Back in August 2025 the ministry separately stated that no ban on personal use of foreign services was being introduced (Azattyq Ruhy, 21.08.2025).
The bill on social media for under-16s was submitted by the government to the Mazhilis at the end of June 2026. It prohibits children under 16 from registering on social media. Messengers are among the exceptions: according to the ministry's position, WhatsApp and Telegram are needed to stay in touch with parents and school (bes.media, 27.07.2026). Liability lies with the platforms, not with children and parents. On August 26, 2026, Kassym-Jomart Tokayev said he would propose the initiative to deputies of the first session of the Kurultai (Vedomosti, 26.08.2026). The law hasn't been adopted yet. Why such rules usually lead to a rise in VPN downloads, we covered in age verification and data.
From Kazakhstan with a local IP, Gosuslugi and Russian banks usually open. On April 27, 2026, the Russian Ministry of Digital Development stated that major Russian platforms work for users from abroad with ordinary foreign IPs (Expert, 27.04.2026).
The problem arises with a VPN on: since mid-April 2026, Gosuslugi, Sberbank, Yandex, VK, Ozon and Wildberries restrict login from VPN addresses. If you need both a VPN and Gosuslugi at the same time, add the Russian apps to exclusions, as described in the article on split tunneling. Other reasons why Russian services don't let you in from abroad are collected in Russian services don't open abroad.
BessyConnect runs on the VLESS protocol with Reality camouflage: to filtering systems the traffic looks like ordinary HTTPS. That matters on networks with DPI. There are more than 100 servers, no logs, registration isn't required, and the number of devices isn't limited. There's a trial period.
If you're installing the app on an iPhone in Russia before a trip, keep in mind: it isn't in the Russian App Store, so you need an Apple ID from another country.
Honestly about the limits. A VPN doesn't make lawful access to what's prohibited in Kazakhstan by a court or by law. It won't help during a complete internet shutdown like in January 2022, won't restore a WhatsApp account blocked by Meta itself, and won't solve card payment issues. And for Gosuslugi and Russian banks, it's better to turn the VPN off.
Does a tourist need a VPN in Kazakhstan? Most often not: YouTube, Instagram, Telegram and WhatsApp work with a Kazakh SIM and on local Wi-Fi. On a Russian SIM in roaming, Russian blocks may still apply.
Is a VPN allowed in Kazakhstan? There's no direct ban for individuals, and no fine for the mere fact of use in open sources either. Accessing information prohibited by a court or by law through a VPN is illegal under Article 41-1 of the law "On Communications".
Is it true that Roblox was blocked in Kazakhstan? No. On December 19, 2025, Vice Minister of Culture and Information Yevgeny Kochetov stated that a block of Roblox isn't being considered.
Why doesn't a VPN work in Kazakhstan? In early 2023 about 150 VPN service websites were blocked (Vlast, 14.03.2023; there's no more recent count in open sources), and in 2024 OONI found signs of DPI filtering in Kazakh networks. Services whose traffic looks like ordinary HTTPS hold up better.
How do I log in to Gosuslugi from Kazakhstan? Turn the VPN off: since April 2026 Gosuslugi restricts login from VPN addresses, while from a Kazakh IP the site usually opens. If you need the VPN for something else, add Gosuslugi to exclusions.
