For messaging, maps and social media, a tourist doesn't need a VPN in Egypt: WhatsApp, Telegram and Instagram open. There are three problems. Voice calls through messengers are restricted on Egyptian mobile networks, Roblox has been blocked since February 4, 2026, and since April 2026 Russian banks and Gosuslugi often tell tourists in Hurghada and Sharm El Sheikh "It looks like you have a VPN on", even when there's no VPN at all.
A VPN in Egypt itself isn't simple either: the law doesn't directly ban it, but lawyers consider using it to access blocked content a violation.
The result depends on how you get online. A local SIM card and hotel Wi-Fi are subject to Egyptian restrictions, while a Russian SIM in roaming takes you online through Russia and brings Roskomnadzor's restrictions with it.
| What you need | Local SIM (Vodafone, Orange, Etisalat, WE) | Hotel Wi-Fi | Russian SIM in roaming |
|---|---|---|---|
| WhatsApp messages and voice notes | Work | Work | Intermittent, Roskomnadzor restrictions apply |
| WhatsApp, FaceTime, Messenger calls | Often don't go through | Depends on the hotel | WhatsApp and Telegram calls restricted by Roskomnadzor |
| Telegram, messaging | Works | Works | Throttled by Roskomnadzor |
| Roblox | Blocked | Blocked | Goes through Russia, where Roblox is open |
| Gosuslugi, banks, marketplaces | Often "you have a VPN on" | Often "you have a VPN on" | Usually open |
Meduza described the roaming mechanics on May 14, 2026: with a Russian SIM card "you're effectively going online from Russia", so Roskomnadzor's blocks travel with you on vacation. More: Russian services don't open abroad.
Yes, WhatsApp isn't blocked in Egypt: messages, photos and voice notes go through without problems. What's restricted is internet calls (VoIP) on mobile networks.
Messenger calls have been cut in Egypt for a long time. According to data compiled by Wikipedia citing Freedom House, the telecom regulator NTRA has periodically blocked WhatsApp, Viber, FaceTime and Facebook Messenger on mobile networks since 2013. Nobody has officially admitted it: in April 2017 NTRA called reports of blocking "rumors" (Egypt Independent, 23.04.2017).
At the end of 2024 NTRA announced it was preparing to allow VoIP calls (WAYA, 25.12.2024). But the Freedom on the Net 2025 report, which covers the period up to May 31, 2025, says the ban was never lifted and some VoIP services are unavailable.
What to do if a call doesn't go through:
Keep the other side in mind too. If you're calling Russia, the person you're calling has had WhatsApp and Telegram calls restricted by Roskomnadzor since August 13, 2025 (Interfax), and a VPN on your phone won't solve that problem. More on calls and blocks: VPN for WhatsApp.
Roblox has been blocked in Egypt since February 4, 2026. The decision was made by the Supreme Council for Media Regulation, and NTRA carried out the technical block. The official reason was "child protection": the senator who proposed the ban spoke of bullying, harassment and financial risks for children (Egyptian Streets, 07.02.2026).
Egyptian agencies haven't named conditions for unblocking. As of October 5, 2026, according to Wikipedia, the block is in effect.
In Russia, Roblox was blocked from December 3, 2025, but on June 10, 2026 the Ministry of Digital Development announced it was being unblocked (RIA Novosti, 10.06.2026). On a Russian SIM in roaming, traffic goes through Russia and the Egyptian filter doesn't touch it, but mobile internet in roaming is expensive.
A VPN technically opens Roblox too. But in Egypt this is exactly the case that lawyers classify as accessing a blocked resource (more on that below). More on the game and blocks: VPN and Roblox.
Since April 15, 2026, Russian services have been restricting VPN login on the instructions of the Ministry of Digital Development. It's hard to tell a VPN from an ordinary foreign connection, so tourists fall under the restriction too.
On April 20, 2026, Kommersant wrote that tourists in Egypt, Turkey, Thailand and Vietnam couldn't log in to Gosuslugi, banking apps, airline websites and marketplaces over hotel Wi-Fi or a local SIM. Instead, the message "It looks like you have a VPN on" appears. On April 27, the Ministry of Digital Development told Meduza that the restrictions were needed "for data security", and that the services were supposedly accessible from abroad.
Artur Muradyan, vice president of the Association of Tour Operators of Russia, advised tourists to use roaming on their Russian SIM to change a booking or ticket. It works, but it's expensive. Other options:
Why banks react to VPNs: the bank won't let you in with a VPN.
There's no direct ban on VPNs in Egyptian law, but it can't be called fully legal either. The word "VPN" doesn't appear in the law, and the risk depends on what you turn it on for.
Key provisions:
The websites of VPN services themselves have been blocked in Egypt since 2017. We found no reports in open sources of cases against tourists for the mere fact of using a VPN, but that's no guarantee. We don't encourage bypassing Egyptian blocks: the decision and the responsibility remain yours.
Open hotel Wi-Fi is convenient, but hundreds of strangers are connected to it. A VPN encrypts traffic between your phone and the server, and your network neighbors can't see what you open. More: security on public Wi-Fi.
BessyConnect runs on the VLESS protocol with Reality camouflage: to the provider's filters the traffic looks like ordinary HTTPS. There are more than 100 servers, no logs, registration isn't required, there's no device limit, and there's a trial period. You can connect the whole family's phones and tablets.
Install the app at home: the websites of many VPN services don't open in Egypt. BessyConnect isn't in the Russian App Store, so on an iPhone you need an Apple ID from another country.
What a VPN doesn't solve. It doesn't change Egyptian law and doesn't make access to what's blocked in Egypt lawful. It won't restore your connection if the hotel's internet goes down. It won't help you pay with a Russian card: Visa and Mastercard cards from Russian banks haven't worked abroad since March 2022. And it won't get around a bank that doesn't let in any VPN connections. For the bank, roaming remains.
Does a tourist need a VPN in Egypt? For messaging, maps and social media, no. It's useful for protection on hotel Wi-Fi. Bypassing Egyptian blocks carries a legal risk under Law No. 175 of 2018.
Does WhatsApp work in Egypt now? Messages and voice notes work. WhatsApp calls on Egyptian mobile networks often don't go through: according to Freedom House 2025, the VoIP ban hasn't been lifted.
Does Telegram work in Egypt? Yes, Egypt doesn't block Telegram. But on a Russian SIM in roaming, Telegram goes through Russia, where Roskomnadzor throttles it.
Is Roblox blocked in Egypt? Yes, since February 4, 2026, by decision of the Supreme Council for Media Regulation. As of October 2026 the block is in effect, and no conditions for lifting it have been announced.
Why doesn't Gosuslugi open in Egypt? Since April 15, 2026, Russian services restrict VPN login and often mistake an Egyptian address for a VPN. The simplest way in is through roaming on your Russian SIM.
