Gosuslugi from abroad in 2026: why it won't open and what to do

Gosuslugi opens from most countries, but since mid-April 2026 the portal has been refusing users with a VPN on, and tourists who have no VPN at all are caught by this restriction too. On April 20, 2026, Kommersant wrote about Russians in Egypt, Turkey, Thailand and Vietnam seeing "It looks like you have a VPN turned on" on hotel Wi-Fi. There are usually four reasons for a refusal: the connection address, the site's certificates, the phone number and the anti-fraud system. Each has its own fix.

Does Gosuslugi work abroad in 2026?

Generally, yes. On April 27, 2026, the Ministry of Digital Development said that Gosuslugi "opens reliably from foreign IPs". But TourDom and BFM readers reported different experiences in April and May 2026, even within the same country, so be ready for failures.

There are also one-off outages: on September 18, 2026, the first day of the State Duma elections, Russians abroad couldn't open the portal (The Moscow Times, 18.09.2026). Back in April the Ministry of Digital Development warned that foreign traffic may be briefly restricted during major DDoS attacks. In that case there's only one piece of advice: wait and try again.

Why does Gosuslugi ask you to turn off a VPN when you don't have one?

The portal restricts logins from addresses that look like a VPN, and the foreign address of a hotel or a local operator sometimes gets caught by the same filter. On April 16, 2026, Meduza quoted the app's message: "For the app to work correctly, turn off your VPN. Access is restricted for security reasons."

What to do, in order:

  1. Turn off the VPN if it's on. This is a direct requirement of the portal, and we don't advise hiding a VPN from Gosuslugi: it goes against the service's rules, and, according to observations by Teplitsa of Social Technologies from September 9, 2026, Russian sites recognize the addresses of servers in data centers.
  2. If you need the VPN for other apps, exclude Gosuslugi from the tunnel. This is called split tunneling: how to open Gosuslugi with a VPN. On iPhone you can't select individual apps, so there you'll have to turn the VPN off while you log in.
  3. Switch networks. If the hotel network is refused, try a local mobile network or roaming on your Russian SIM. On May 14, 2026, Meduza explained that in roaming, traffic goes through the Russian operator, so to websites you look like a user in Russia. The downside: it's expensive.
  4. RuStore "Connect". Since July 1, 2026, RuStore has a free feature for accessing Gosuslugi and banks from abroad (iPhones.ru, 01.07.2026). It only works abroad and only on Android.
  5. Contact support. On April 27, 2026, the Ministry of Digital Development advised contacting support if the service asks you to turn off a VPN you don't have, and promised a button for such complaints on the portal itself.

"Connection is not secure": what the Ministry of Digital Development certificates have to do with it

If the browser says the connection is not secure, the problem isn't the country but the site's certificate. Since June 13, 2026, the GlobalSign certificate authority has been revoking certificates of Russian organizations, and sites are switching to certificates from the Ministry of Digital Development's national certificate authority (NUC), which Chrome, Safari and Edge don't trust.

As of October 5, 2026, the Gosuslugi portal itself runs on a GlobalSign certificate valid until December 12, 2026: we checked this for gosuslugi.ru, esia.gosuslugi.ru and lk.gosuslugi.ru. But the Sberbank and VTB websites are already on the Russian certificate. On August 4, 2026, Habr wrote that the websites of VTB, Sberbank, Alfa-Bank, Rosselkhozbank, PSB, Uralsib and Bank Saint Petersburg stopped opening in Chrome, Safari, Edge and Opera.

The Ministry of Digital Development offers two ways: install the root certificates from gosuslugi.ru/crt or use Yandex Browser or Atom, where they are already built in. Keep the risk in mind: on June 16, 2026, Teplitsa reminded readers that a root certificate in the system technically allows a "trusted" certificate to be issued for any site. A separate browser is safer than installing it into the system. A VPN doesn't solve this problem at all.

The code doesn't arrive: phone number, SMS and Max

Gosuslugi codes are tied to a Russian number, and abroad SMS messages only arrive with roaming on, often with a delay. Why that happens and what to set up is covered in detail in SMS codes not arriving abroad.

The second trap is Max. Since February 2026, the Gosuslugi app on iPhone asks you to confirm login with a code in the Max messenger (Xakep, 16.02.2026). And since April 17, Max itself also restricts logins with a VPN (Kommersant, 20.04.2026). How the messenger behaves when you travel is covered in Max abroad. The fix worth preparing before your trip: in the security settings, turn on login with a one-time code from an authenticator app (Yandex Key, Google Authenticator). The second option: log in through a browser on a computer.

Account blocked for 72 hours: what to do abroad

Gosuslugi freezes part of your personal account for 72 hours if it sees suspicious activity. This is the anti-fraud system the Ministry of Digital Development described in December 2025 (Habr, 18.12.2025). Experts believe that a login from a foreign address can also be a trigger.

There are three ways to lift the block: confirm your identity through "Digital ID" in Max, go to an MFC (a multifunctional public services center) or wait 72 hours. There are no MFCs abroad, but from July 1, 2026 to December 31, 2027 an experiment is running: public services are provided through Russian Foreign Ministry and Rossotrudnichestvo missions in 12 countries, including Armenia, Kazakhstan, Serbia, Turkey, the UAE and Uzbekistan (NEWS.ru, 23.06.2026). If the block keeps happening, check whether there are logins by someone else in your account: what to do if your account was blocked because of a VPN.

A separate case: a law passed in July 2026 cuts off electronic public services for those who have left and are evading punishment (Digital Russia, 22.07.2026). It doesn't affect other citizens abroad.

Gosuslugi from Kazakhstan, Turkey and Georgia

Kazakhstan. This is the easiest: in April 2026 vc.ru found no problems in CIS countries, and the portal usually opens from a Kazakh address. If it refuses, turn off the VPN: with it, a refusal is almost guaranteed. Kazakhstan takes part in the experiment with missions abroad. What else is restricted there: VPN in Kazakhstan.

Turkey. Reports contradict each other: everything works for some (BFM), not for others (TourDom). Start with a local mobile network instead of hotel Wi-Fi, then try roaming. Everything else about the country: VPN for Turkey.

Georgia. Verified sources have no information about specific problems with Gosuslugi in Georgia, and the country itself doesn't block Russian services. The general rules above apply. Georgia is not on the experiment list.

How BessyConnect helps and how it doesn't

To be direct: to log in to Gosuslugi, you need to turn the VPN off or exclude the portal from the tunnel. BessyConnect is for something else: when roaming on a Russian SIM, Russian blocks on messengers and social networks apply. On Android, split tunneling lets Gosuslugi and your bank go directly and everything else through the VPN.

BessyConnect runs on VLESS with Reality camouflage: to filters, the traffic looks like ordinary HTTPS. There are more than 100 servers, no logs, no required registration, no device limit, and there's a trial period.

The app isn't in the Russian App Store; for iPhone you need an Apple ID from another country. What a VPN doesn't solve: a certificate error, an SMS that didn't arrive, a 72-hour account freeze and paying with Russian cards abroad.

Frequently asked questions

Can I log in to Gosuslugi from abroad without a VPN? Yes, in most countries the portal opens from a foreign address. If "turn off VPN" appears, switch networks: a local mobile network or roaming usually helps.

Why did Gosuslugi stop working abroad? Since mid-April 2026 the portal restricts logins with a VPN, and some foreign addresses get caught by this filter. There are also short-term restrictions on foreign traffic during DDoS attacks.

Do I need a Russian VPN for Gosuslugi? No. The portal requires you to turn off the VPN, and we don't advise getting around this. If your address is refused, roaming, RuStore "Connect" on Android or support will help.

How do I get a Gosuslugi code abroad? Turn on roaming on your Russian SIM or set up login with a code from an authenticator app in advance. On iPhone, the app may ask for confirmation through Max.

What should I do if Gosuslugi blocked my account for 72 hours? Confirm your identity through "Digital ID" in Max or wait for the block to end. In the 12 experiment countries you can go to a Russian mission.
