Sberbank Online abroad generally works if your VPN is off. Since April 15, 2026, Sber, together with Yandex, VK, Ozon, Wildberries and Avito, has been restricting login for users with a VPN on, under an agreement with the Ministry of Digital Development. A foreign IP by itself isn't banned: on April 27, 2026 the ministry stated that Russian platforms are available to foreign addresses. So the honest answer is this: for the bank, turn the VPN off or exclude the app from the tunnel, and keep the VPN for blocked services.
Yes, if you connect directly: through a local SIM card, hotel Wi-Fi or a Russian SIM in roaming. With a VPN on, Sber's app has barely opened since mid-April 2026.
The timeline is as follows. The Ministry of Digital Development sent platforms instructions on April 6, 2026 (Teplitsa analysis, 10.04.2026). On April 14, Anti-Malware wrote that with a VPN on phones, the apps of Sberbank, T-Bank and Yandex practically don't open. On April 27 the ministry explained the restrictions as protection of personal data and advised those for whom something doesn't open abroad to change their connection type (Expert and Radio Liberty, 27.04.2026).
Sber itself hasn't spoken publicly about blocking VPNs. According to Anti-Malware, the bank attributed the April failures to mobile internet outages in the regions, while its support help page named "use of VPN and foreign IP addresses" as the cause of login problems.
Because the app checks for a VPN right on the phone, not only by address. Even if the server is in Russia, the bank can see the tunnel itself.
According to the Ministry of Digital Development's methodology, analysed by Teplitsa, platforms look at three groups of signals:
tun0, wg0);RKS Global researchers counted 22 apps out of 30 popular Russian ones that track VPNs, including Sberbank Online and T-Bank (Radio Liberty, 27.04.2026). That's why the advice "just pick a Russian server" doesn't work: a Russian server is still a VPN, and the bank is required to restrict it.
The reverse error happens too. Tourists in Turkey, Egypt, Thailand and Vietnam got "It looks like you have a VPN on" on ordinary hotel Wi-Fi (vc.ru, 21.04.2026; Travel Russian News, 22.04.2026). ATOR vice president Artur Muradyan said at the time that the problem was "not systemic yet", but its intensity was growing.
First, turn the VPN off completely and restart the app. If that doesn't help, switch from Wi-Fi to mobile data.
| Method | Does it work with Sber | What to keep in mind |
|---|---|---|
| Turn the VPN off while logging in | Yes, the main option | All other apps also go without a VPN during that time |
| Exclude Sber's app from the tunnel (Android) | Often, but not always | The app may see the system VPN flag. On iPhone you can't exclude an app |
| Russian SIM in roaming | Yes, usually the most reliable | Traffic goes through the Russian carrier, but roaming is expensive |
| Local SIM or Wi-Fi without a VPN | Usually yes | The bank may mistake some networks for a VPN |
| Russian VPN server | No | It's still a VPN, and it's restricted under the ministry's rules |
| Web version in a browser | Depends on the network | The same address checks as in the app |
About roaming. Meduza explained on May 14, 2026 that Russian carriers use the S8 Home Routing scheme: traffic from abroad first returns to Russia. That's why banks and Gosuslugi often work better in roaming than over local Wi-Fi. The downside: Russian blocks apply in roaming.
We covered how to exclude apps from the tunnel on Android in split tunneling: bank directly, everything else through the VPN. Why banks react to VPNs at all, read here: the bank won't let you in with a VPN. What we don't recommend: hiding the VPN from the bank or spoofing your location. That violates the bank's rules, and your access may then be blocked by its anti-fraud system.
Yes, without a VPN, via a Turkish SIM, Wi-Fi or roaming. It was from Turkey that complaints about a false "you have a VPN on" in hotel networks came most often in April 2026. If that happens, switch to mobile data.
The banking app will open, but you won't be able to pay with a Sber card in Turkey. Acceptance of Mir cards there has been suspended since 2022, and Visa and Mastercard cards from Russian banks haven't worked abroad since March 2022 (vc.ru, 10.09.2025). VPNs aren't banned for private individuals in Turkey, but the websites of most VPN services are blocked there. More: VPN for Turkey.
We found no reports that China blocks Sber itself, so on a local SIM or via Wi-Fi the app should open without a VPN. The most reliable way in is through a Russian SIM in roaming, because the traffic will go through the Russian carrier.
The rest is harder. Without bypassing blocks, Google, WhatsApp, Telegram and YouTube don't work in China, and use of unauthorized VPNs there is restricted by law, with fines for violators (Wikipedia, article "Internet censorship in China"). How the firewall works: VPN for China.
Yes. In CIS countries, including Kazakhstan, no problems with access to Russian services were recorded in April 2026 (vc.ru, 21.04.2026). Log in through a local SIM or Wi-Fi without a VPN.
Keep local rules in mind: in 2023 Kazakhstan blocked the websites of about 150 VPN services, as well as Tor and proxies, under the law "On Communications" (Roskomsvoboda, 25.05.2023). We found no penalties for ordinary users in open sources, but downloading a VPN on the spot may be difficult.
Install the app at home: it isn't on Google Play or in the Russian App Store. Sberbank Online was removed from Google Play on April 13, 2022 due to US and UK sanctions, and from the App Store even earlier (RIA Novosti, 13.04.2022).
According to Hi-Tech Mail from September 9, 2026, on Android the app can be downloaded from Sber's official website, RuStore, AppGallery, Galaxy Store and the Honor store. On iPhone you're left with the web version and installation at a bank branch, which can only be done in Russia. Test the login in advance and make sure SMS codes will get through: why SMS doesn't arrive abroad. What else breaks for Russians abroad: Russian services abroad.
Abroad you need a VPN not for the bank, but for everything that's blocked in the country you're visiting or in Russia. BessyConnect runs on VLESS with Reality camouflage, so to filters the traffic looks like ordinary HTTPS. There are more than 100 servers, no logs, registration isn't required, there's no device limit, and there's a trial period. On Android you can exclude Sber's app from the tunnel; on iPhone it's simpler to turn the VPN off for a couple of minutes while you pay.
BessyConnect isn't in the Russian App Store; for an iPhone in Russia you need an Apple ID from another country. So install the app before you fly.
What a VPN doesn't solve. It won't open Sberbank Online, which restricts VPN connections specifically, and we don't recommend trying to get around that. It won't make a Sber card work in a foreign store and won't help if the internet in the country is shut off entirely.
Can I use Sberbank Online abroad? Yes. According to the Ministry of Digital Development's statement of April 27, 2026, Russian platforms are available from foreign addresses. What gets in the way is a VPN that's on, not the trip itself.
Which VPN does Sberbank Online work with? None, reliably. Since April 2026 Sber restricts login with a VPN on, including with a Russian server. Turn the VPN off or exclude the app from the tunnel.
Why doesn't Sberbank Online work on an iPhone abroad? Most often because of a VPN that's on: on iOS you can't exclude an individual app from the tunnel. Turn the VPN off while logging in.
Does a Sberbank card work in Turkey? No. Acceptance of Mir cards in Turkey has been suspended since 2022, and Visa and Mastercard cards from Russian banks haven't worked abroad since March 2022. The app itself does open.
What should I do if Sber says "It looks like you have a VPN on" but the VPN is off? Switch from hotel Wi-Fi to mobile data or a Russian SIM in roaming. In spring 2026 some foreign networks were flagged this way by mistake.
