The cause is twofold. Part of the restriction comes from OpenAI itself, which doesn't officially operate in some regions. The rest comes from network filters on the provider's side. When you open chat.openai.com from a restricted region, one of two things happens. Sign-up and login. If you don't have an OpenAI account yet, create it with the VPN already on — that way both registration and later logins happen from the "right" IP. Stick to the same server country: if you sign in from the US and then switch to Europe mid-session, ChatGPT may ask for re-verification or temporarily limit access. Don't change the server country in the middle of a session unless you need to.
