The App Store does work in Russia, but with three different restrictions, and each has its own fix. Since April 1, 2026, Apple doesn't accept payments from Russia; in July the store stopped opening for some users; and hundreds of apps have been removed from the Russian storefront at the authorities' request. New apps such as ChatGPT, Gemini or Spotify can only be installed with an Apple Account from another country: the store's region is set by the account, not by the network. Below: how to tell which of the three problems you have, how to change the region following Apple's official instructions, and what happens to your subscriptions and balance when you do.
If the store doesn't open at all, it's a network problem: from July 16–18, 2026, the App Store's availability from Russia dropped to roughly 50%, according to OONI measurements. If the store opens but won't let you buy something or renew a subscription, the problem is payment: since April 1, 2026, Apple doesn't process payments from Russia. If a specific app can't be found, it has been removed from the Russian storefront.
The timeline of summer 2026, according to Meduza's analysis of July 20: in early June Apple removed the Max messenger from the App Store, then other VK apps. On July 1 the FAS (Federal Antimonopoly Service) warned Apple and gave it two weeks to comply with its demands; the deadline expired on July 15. From July 16 OONI recorded anomalies when connecting to apple.com, and from July 18 to the App Store. Roskomnadzor stated that it does not restrict access to the store. Apple did not comment on the situation.
| What you see | Cause | What helps |
|---|---|---|
| The App Store won't load, the spinner keeps spinning | problems on the network side | a different network (Wi-Fi instead of mobile data or vice versa), a VPN |
| The store opens, but purchases or renewals fail | payments from Russia disabled since 01.04.2026 | the Apple Account balance, if there's money left on it; an account from another country |
| The app doesn't show up in search | removed from the Russian storefront | an Apple Account from another country |
| Won't open either in Russia or abroad | a general Apple outage | wait; check service status on the "System Status" page on Apple's website |
One detail from the same story: the Telegram channels «Код Дурова» (Durov's Code) and «Важные истории» (iStories) reported that the App Store didn't open even through a VPN with a Russian IP address. It seems that in July the restriction targeted Russian addresses specifically, not the devices themselves. If you're on an iPhone and your VPN won't connect either, the order of checks is covered in the article VPN not working on iPhone.
If you need a VPN on iPhone, we recommend BessyConnect. To be honest: it isn't in the Russian App Store; you install it with an Apple Account from another country using the instructions below.
The Russian storefront lacks most AI assistants, VPN services, Spotify, Netflix and Brawl Stars. On October 31, 2026, we checked 32 popular apps through Apple's official search (the iTunes Lookup API) in the storefronts of Russia, Kazakhstan and the US.
| App | Russian App Store | Kazakhstan and the US |
|---|---|---|
| ChatGPT, Google Gemini, Claude, Grok, Microsoft Copilot | no | yes |
| Perplexity | yes | yes |
| Spotify, Netflix, LinkedIn | no | yes |
| Brawl Stars | no | yes |
| Proton VPN, NordVPN, ExpressVPN, AmneziaVPN, Happ, BessyConnect | no | yes |
| VK, Odnoklassniki | no | not in any of the three |
| Telegram, WhatsApp, Signal, Viber, YouTube, Instagram, TikTok, Discord, Roblox, Gosuslugi | yes | yes |
VK's apps were removed from the store entirely, not just in Russia, so changing the region won't bring them back. With AI services and VPNs it's the opposite: in a neighboring storefront they're right there.
The number of removals is growing fast. Apple's App Store Transparency Report for 2024 lists Russia with 171 apps removed at the authorities' request. According to RBC in May 2026, citing the report for 2025, removals rose to 1,213, more than in any other country. How this played out with VPN apps and what to do with ones already installed is described in the article VPN disappeared from the App Store.
The country is changed in your Apple Account settings, not in the iPhone's language settings. According to Apple's support article of September 21, 2026, you first need to spend your remaining balance, cancel subscriptions that block the change, and wait for pre-orders, rentals and refunds to finish.
On iPhone or iPad:
On a Mac, the same is done in the Apple Music or Apple TV app: the Account menu → Account Settings → Country/Region. In a browser, on account.apple.com, in the "Personal Information" section.
If the change doesn't go through, Apple advises checking your balance, subscriptions and unfinished transactions, and Family Sharing members should leave the group. If the remaining balance is less than the price of the cheapest item, Apple advises contacting support.
The fifth step is the most daunting: most people don't have a card from the target country. Apple's support article says plainly for this case: if you don't want to enter a payment method, wait until you are physically in the new country and create a new account. That is the second route.
You can leave your main account alone and create a second one just for the App Store. iCloud, photos, contacts and subscriptions stay on the main one, and you install apps from the second.
Apps from the second account will stay on the phone. To update them, you'll have to sign in to that account again. The "None" option isn't shown to everyone: in the comments under the instructions on T—Zh (Т—Ж, Tinkoff Journal), readers write that they didn't have it. In that case the App Store will require a payment method from the account's country.
What not to do: buy a ready-made account "with apps" or give your password to people who promise to top up your balance. In its support article on payments in Russia, Apple specifically names this as a sign of fraud: "Don't sign in to an Apple Account that doesn't belong to you." If you want to install a game rather than an AI service, a breakdown of a specific case is in the article about Brawl Stars.
Purchased apps remain available, money on the balance has to be spent before the change, and Apple subscriptions without payment will end. That's what Apple's support article on payments in Russia (published June 8, 2026) says.
Point by point:
There's a discrepancy that the instructions in search results don't mention. On April 3, 2026, the magazine «Эксперт» (Expert), citing «Код Дурова», reported that Russian accounts can be moved to another country with active subscriptions and without a payment method; the exception is an active Apple Music subscription, which blocks the change. Apple's official support article, as revised on September 21, 2026, still asks you to cancel subscriptions that block the change. The practical takeaway: try changing the country right away, and if the system refuses, cancel the subscriptions and wait for the paid period to end.
Pick a country whose payment method you actually have. Russia doesn't appear at all in Apple's list of payment methods (support article of August 5, 2026), and neighboring countries have different conditions.
| Account country | Payment methods according to Apple's support article |
|---|---|
| Kazakhstan | balance top-up, carrier billing (Beeline, Kcell), most bank cards |
| Turkey | App Store & iTunes gift cards, balance top-up, carrier billing (Paycell, Türk Telekom, Vodafone), cards |
| US | Apple Gift Cards, Apple Pay, Apple Cash, cards, PayPal |
| Armenia, Georgia, Uzbekistan, Kyrgyzstan, Belarus | most bank cards only |
If you only need free apps, the country hardly matters: the storefronts of Kazakhstan and the US have what you need from the table above. If you need to pay, the easiest is a country where you have a card from a local bank or a number from a local carrier. Gift cards are sold by resellers. Keep in mind that Apple doesn't exchange or refund gift card funds, except where required by the country's law.
You change the region back to Russia the same way, through "Country/Region". But right now there's still no way to pay from a Russian account other than the remaining balance.
If you need a VPN on iPhone, iPad, Mac or Apple TV, we recommend BessyConnect. It isn't in the Russian App Store, which we checked ourselves: on October 31, 2026, the app is absent from the Russian storefront and available in the storefronts of Kazakhstan, Belarus, Armenia, Georgia, Turkey, the US and other countries. You can install it from a second account using the instructions above.
Why this one:
Apps are available for iPhone, iPad, Mac, Apple TV, Android and Android TV:
Now, honestly, about what a VPN doesn't do. It doesn't change the App Store country: the storefront is set by the account, and with a Russian Apple Account you'll see the Russian store through any VPN. It doesn't restore payments or top up your balance. It won't bring back the removed VK apps; they aren't anywhere. A VPN helps in one case out of four: when the store itself or the service you need won't open from the Russian network. How to set up the connection after installation is described in the guide how to set up a VPN on iPhone. A similar Apple story with a different solution is covered in the article FaceTime not working.
The bottom line: for new apps you need a second Apple Account from another country, for payment you need a payment method from that country, and for a secure connection on iPhone we recommend BessyConnect. Apps for all devices are collected on the download page.
Does the App Store work in Russia or not? It works, but with restrictions. Payments from Russia have been disabled since April 1, 2026, and in July 2026 the store didn't open for some users: OONI recorded availability of about 50%.
How do I change the App Store country if I still have money on my balance? Spend the remainder first: according to Apple's support article, you can't change the country with money on the balance. If it's less than the price of the cheapest item, Apple advises contacting support.
Why can't I change my App Store region? Usually the obstacle is money on the balance, an unfinished subscription (especially Apple Music), a pre-order or Family Sharing membership. If you don't have a card from the new country, it's easier to create a second account and choose "None" as the payment method.
Can I get into the US App Store through a VPN? No. The store's country is determined by the Apple Account, not the IP address. A VPN only helps when the App Store won't open from the Russian network.
Where can I download BessyConnect on iPhone if it isn't in the Russian App Store? Sign in to the App Store with an Apple Account from another country, such as Kazakhstan or the US, and open the BessyConnect link from the "Why we recommend BessyConnect" section. Your main iCloud account doesn't change.
