If a VPN isn't working on your iPhone, the cause is almost always one of four: the VPN configuration in iOS settings is broken, a second VPN app has taken over the connection, the app itself is out of date, or the network doesn't let its protocol through. The first three cases are solved on the phone in a few minutes. The fourth can't be cured with iPhone settings: you need a different server or a different protocol.
Below is the order of checks from simple to complex, for iPhone and iPad only. The menu paths were checked against Apple's Russian-language support pages in October 2026; the names are given here as they appear in English iOS. If it turns out that the protocol is the problem, we recommend BessyConnect: it runs on VLESS with Reality camouflage, and the network sees such a connection as ordinary HTTPS.
Most often the iPhone's own settings are to blame: a corrupted VPN configuration, a second VPN app, management profile restrictions or an old version of the client. Less often the cause is outside: the server is unavailable, the subscription has ended, the carrier filters the protocol.
Find your symptom in the table and start with the action listed.
| Symptom | Likely cause | What to do |
|---|---|---|
| The VPN switch in Settings immediately flips back | The configuration is corrupted or access on the server has ended | Delete the configuration and add it again from the app, check the subscription |
| It takes a long time to connect and then drops | The network doesn't let the protocol through, or the server is unavailable | Change the server, test on another network |
| The VPN icon is there, sites don't open | The tunnel is up but traffic isn't flowing: the server, DNS or a block inside the app | Change the server, restart the app |
| A different VPN turns on, not the one you want | A second app's configuration is active | Keep one configuration, delete the extras |
| Works on Wi-Fi, doesn't work over cellular | Restrictions at the carrier | Test another network, change the protocol |
| Stopped working after an iOS update | The configuration needs permission again, the client is out of date | Open the app and connect, update the client |
| The app doesn't update and has vanished from App Store search | It was removed from the Russian store | Don't delete it, update through an Apple ID from another country |
| You can't add a VPN, the items are grayed out | A management profile or Screen Time | Contact the administrator or a parent |
General causes not related to iOS are covered in the article why a VPN isn't working. Here we keep only what concerns the iPhone.
Go from the quick actions to the network reset and stop at the step that helped. The first four steps erase nothing.
There are three things from the iPhone User Guide worth knowing about the reset. The list of known networks is removed, along with those VPN settings that weren't installed by a configuration profile or through MDM. The device name changes to "iPhone". Certificates you manually marked as trusted become untrusted again. You will have to enter your Wi-Fi passwords again.
An important consequence follows: a network reset won't remove a VPN installed by a profile. That one is removed separately: VPN & Device Management → the profile in question → Remove Profile.
If you are setting up a VPN for the first time and there has never been a connection, start with the guide how to set up a VPN on an iPhone.
The VPN switch in Settings starts whichever configuration is selected as active. If it belongs to a deleted app, is corrupted or is prohibited by a management profile, the switch will return to its original position.
Two VPN apps. According to Apple's developer documentation (the NetworkExtension section, the NETunnelProviderManager class), only one app-created VPN configuration can be enabled in the system at a time. If two clients remain on the phone, iOS brings up the one that is selected in the list. The other one then looks broken. More on such combinations: two VPNs at once.
Management profile. On a work or school iPhone the network settings are set by an administrator. Such a profile is visible under Settings → General → VPN & Device Management. According to Apple's support pages, removing a profile removes all the settings, apps and data associated with it, so on a corporate phone ask the administrator first.
Screen Time. The parental control settings have an "Installing Apps" option with the values "Allow" and "Don't Allow". When it is prohibited, a VPN app simply can't be installed or reinstalled. Only someone who knows the Screen Time passcode can lift the restriction.
The VPN icon in the status bar means only one thing: the iPhone is connected to a network using VPN. That is how it is described in the iPhone User Guide. The icon says nothing about whether sites open through the tunnel.
Check these in turn:
When the tunnel holds for a minute and then disappears, that is a different story. It is covered in the article the VPN disconnects by itself.
Usually the cause is one of two: after an iOS update the configuration is waiting for permission again, or the app hasn't been updated for a long time. In Russia the second often means the client is no longer in the store.
On March 28, 2026, Apple removed the clients Streisand, V2Box, v2RayTun and Happ – Proxy Utility from the Russian App Store. iPhones.ru and 3DNews reported this the same day. In its letter to the developers Apple cited a demand from Roskomnadzor. According to 3DNews, installed apps continue to work, and iPhones.ru adds that they are still available from foreign accounts.
What follows from this in practice:
The second account is explained step by step in the article the VPN disappeared from the App Store.
If the VPN connects over home Wi-Fi but not over cellular, the iPhone is fine. The restriction is on the carrier's side: either a filter recognizes the protocol, or mobile internet in your area works from a list of allowed sites.
Telling these cases apart is easy. With protocol filtering, ordinary sites open without a VPN, but the tunnel isn't established. Then changing the server or moving to a protocol camouflaged as HTTPS helps. With whitelists, almost nothing opens except certain Russian services, and no VPN will connect. What to do in that situation is described in the article does a VPN help when mobile internet is switched off.
The reverse picture, when everything works over cellular but not over Wi-Fi, points to the router or to a filtered network: at work, in a hotel, at school.
We recommend BessyConnect first of all for the case when the iPhone is fine but the connection doesn't get through the network. The app runs on VLESS with Reality camouflage: to a filter such traffic looks like ordinary HTTPS, and it is harder to single out than the older protocols.
What else matters when you are troubleshooting:

The main limitation for Russia: BessyConnect isn't in the Russian App Store. To install and update it on an iPhone you need an Apple ID from another country. In this respect clients like Happ – Proxy Utility Plus, which as of March 28, 2026 remained in the Russian store, are more convenient: they can be installed without a second account.
An honest limit. BessyConnect won't lift the restrictions of a management profile or Screen Time, won't connect when the carrier is running whitelists and won't repair another app's corrupted configuration. With causes like these, go through the steps above first.
If the check showed that the iPhone's settings are in order and your previous VPN still won't connect, try BessyConnect: the links for all devices are gathered on the download page.
Why isn't the VPN on my iPhone working today when it worked yesterday? If the phone's settings haven't changed, the cause is usually outside: the server is unavailable, the subscription has ended or the network has started filtering the protocol. Change the server and test the connection on another network.
What should I do if no VPN will connect on my iPhone? Test the connection over another network: cellular instead of Wi-Fi or the other way round. If that doesn't help, delete the extra configurations under VPN & Device Management and reset the network settings.
Do I need to turn off iCloud Private Relay for a VPN to work? Not necessarily. Apple describes incompatibility with third-party VPNs only for the Mac, and on the iPhone turning it off for a day with the Turn Off Until Tomorrow button works as a quick test.
Will resetting network settings delete my VPN? It will delete the VPN settings that weren't installed by a configuration profile or through MDM, as well as the list of Wi-Fi networks. The app itself will stay, and it will create the configuration again on the first connection.
Can I install BessyConnect on an iPhone in Russia? Yes, but it isn't in the Russian App Store: you need an Apple ID from another country. The app has a trial period, so you can first check whether it connects on your network.
